On July 22, Hung Yen Provincial People's Committee held a meeting to listen to and give opinions on the overall plan to arrange public preschool education, general education, continuing education, and vocational education institutions in the province; and at the same time consider the plan to arrange public education institutions of each commune and ward.
According to a report by the Department of Education and Training, the whole province currently has 1,162 public educational institutions, including 447 kindergartens, 695 general schools, 18 vocational education - continuing education centers (GDNN-GDTX) and 2 intermediate schools.
According to the proposed plan, Hung Yen province aims to reduce about 30% of public educational institution headquarters at each level of education in communes and wards compared to July 1, 2025; choose the model of arranging synchronous public preschool and general education institutions, and consider appropriate plans for specialized units.
Each commune-level administrative unit must ensure at least one preschool education institution and one general education institution providing sufficient primary and secondary education levels. The province strives to complete the arrangement before August 30, 2026, ensuring stable organizational structure, governance, finance, public assets and not affecting teaching activities in the 2026 - 2027 school year.
At the meeting, delegates focused on discussing the legal basis, principles and criteria for arrangement; the scale of the school and class network; organizational plans for inter-level schools, vocational and continuing education centers; the arrangement of management staff, teachers, and staff after arrangement; the management and use of facilities, public assets and contents that need to be further reviewed to ensure feasibility and suitability with the practical conditions of each locality.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Pham Van Nghiem emphasized that the arrangement of public educational institutions is an important task to implement the policy of streamlining the organizational structure, while improving the quality of education and effectively using the team of management officials, teachers, facilities and investment resources.
The implementation process needs to do a good job of propaganda and dissemination to create consensus among management officials, teachers, and staff; implement the plan on schedule, ensuring synchronization with financial and budget work and the assignment of estimates.
The Vice Chairman of the Provincial People's Committee requested relevant departments and branches to advise on building, supplementing and completing plans and schemes in the direction of each commune having an education center for all levels of education, in accordance with the Central Government's orientation; and at the same time review and complete the criteria for arranging schools according to scale, encouraging the formation of large-scale, synchronous schools suitable to the actual conditions of each locality.
Along with that, it is necessary to complete the plan for arranging and using the contingent of management officials, teachers, and staff after arrangement; fully statistically count the number of redundant officials to develop a suitable arrangement plan. The Department of Home Affairs shall preside over and coordinate with the Department of Education and Training to develop standards and principles for arranging management officials, ensuring publicity, transparency, objectivity and compliance with regulations.
