Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated Resolution No. 249/2025/QH15 approving the investment policy of the National Target Program for Modernization and Improving the Quality of Education and Training in the period 2026 - 2035.
Accordingly, the resolution aims to standardize and comprehensively modernize the education and training system, creating a fundamental and strong shift in the quality of education and training.
At the same time, expand learning opportunities for all people, ensure fair access to education, the right to lifelong learning; better meet the needs of human resources, especially high-quality human resources for the country's rapid and sustainable development...

According to the resolution, the total capital sources for implementing the Program in the period 2026 - 2030 is 174,673 billion VND. In which, central budget capital is 100,000 billion VND (accounting for 57.25%), local budget capital: 45,101 billion VND (accounting for 25.82%), counterpart capital of universities and colleges is about 20,429 billion VND (accounting for 11.7%) and other capital sources are about 9,143 billion VND (accounting for 5.23%).
Based on the implementation results of the Program for the period 2026 - 2030, the Government submits to the National Assembly for decision on resources to implement the Program for the period 2031 - 2035.
The total resources mobilized to implement the entire Program for the period 2026 - 2035 is estimated at about 580,133 billion VND.
The Resolution clearly states that the Program's resources should be focused on solving urgent issues for preschool education, general education; for vocational education; for higher education; for teachers, educational administrators and learners.
In addition, according to the resolution, by 2030, strive to achieve 4 specific target groups, including: Building a network of public kindergartens and general schools, striving to basically meet the learning needs of students; striving to solidify 100% of classrooms, ensuring sufficient official residences for teachers in difficult areas; gradually making English a second language in schools...
Key investment for 18 colleges, of which 6 schools perform the function of a national center and 12 schools perform the function of a regional center for training highly skilled human resources in technical and technological industries and occupations, serving strategic and key national programs and projects...
