By 2030, 100% of schools and classrooms will be solidly built
On the morning of November 25, Minister of Education and Training Nguyen Kim Son submitted to the National Assembly a Decision on investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026-2035.
The program is expected to be implemented in 10 years (from 2026 to 2035) and divided into 2 phases.

The period from 2026-2030 will focus on solving limitations and challenges that have arisen in recent times; implementing and completing all or part of some of the main goals that need support from the State budget set out in Resolution No. 71 and related regulations by 2030.
In the 2031-2035 period, it will continue to build and implement the tasks and goals set for 2035.
The Government sets a general goal of standardizing and comprehensively modernizing the education and training system, creating a fundamental and strong transition in the quality of education and training; expanding learning opportunities for all people, ensuring fairness in access to education, the right to lifelong learning; increasingly better meeting the needs of human resources, especially high-quality human resources, for the rapid and sustainable development of the country.
According to the submission, by 2030, the Government strives to achieve 4 specific groups of goals, including: Gradually standardizing the preschool and general education system; gradually forming 6 national centers and 12 regional centers for training human resources with high vocational skills; gradually investing in standardizing and modernizing technical infrastructure, expanding development space for higher education institutions; improving the quality and capacity of teachers, education managers and learners.

In particular, the Government clearly stated the goal of focusing resources on investment towards building and solidifying 100% of schools and classrooms; completing the construction of a network of boarding schools and public housing for teachers in remote, isolated, border and island areas.
The Government also aims to strive to invest in modernizing 8 key public higher education institutions to be in the top 200 universities in Asia and at least 1 public university to be in the top 100 universities in the world in some key areas.
Another important goal is to improve the capacity of teachers and educational managers to meet the requirements of digital transformation and international integration; strive for at least 30% of general education institutions to have teachers qualified to teach some natural science subjects and STEM/STEAM in English and pilot teaching in English as the second language in some subjects. 100% of key pedagogical universities have the capacity to deploy training and fostering teachers to teach natural sciences and STEM/STEAM in English.
100% of public higher education institutions in the planning meet standards by 2035
The Government aims to strive to invest in building 100% of preschool and general education institutions that meet facilities standards by 2035, 100% of preschool and general education institutions have enough teaching equipment to implement English as the second language in schools.
The Government will also invest in 60 high-quality vocational colleges accessing the level of ASEAN-4 countries and 6 schools accessing the level of developed countries in the G20 group; invest to complete 100% of public higher education institutions in the planning to meet standards by 2035,...
The Government's submission proposes a plan to calculate the total resources mobilized to implement the Program for the period 2026-2035 of about 580,133 billion VND.
Of which, the central budget capital is VND 349,113 billion (accounting for 60.2%), local budget capital is VND 115,773 billion (accounting for 19.9%) and counterpart capital of educational institutions is VND 89,073 billion (accounting for 15.4%). Other legally mobilized capital is expected to be VND 26,173 billion (accounting for 4.5%).
The program is divided into 2 phases, of which the total capital to be implemented in the 2026-2030 period is at least 174,673 billion VND and 405,460 billion VND for the 2031-2035 period.
In the Government's report on the review, the Committee for Culture and Society approved the necessity of investing in the program.
The inspection agency believes that the program will add more investment resources, meet the requirements of comprehensive modernization of the national education system, create a fundamental and strong change in the quality of education and training, ensure fairness in access to education.
Regarding specific content, the inspection agency recommends that it is necessary to study and carefully calculate the conditions to ensure feasibility to consider the targets of 30% (until 2030) and 100% (until 2035) of preschool and general education institutions implementing English as the second language in schools (including facilities and resources for teachers teaching subjects in English).
Regarding capital and budget sources, the Committee for Culture and Society proposes to prioritize focused and key investment; arrange capital close to the target and disbursement capacity, ensuring feasibility and efficiency; clarify the basis for determining the ratio and structure of counterpart capital from local budgets; encourage localities with high budget revenue to proactively arrange investment for education.
