On July 11, Chairman of the Hanoi People's Committee Tran Sy Thanh - Head of the City's Steering Committee for Site Clearance chaired a meeting with the Steering Committee for Site Clearance for the projects: Lao Cai - Hanoi - Hai Phong railway line and the North - South high-speed railway section through Hanoi.
The meeting aims to review the progress of site clearance for two key projects, and at the same time direct the next steps to ensure compliance with progress and legal regulations.
At the meeting, Director of the Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said that the Lao Cai - Hanoi - Hai Phong railway line has been approved by the National Assembly for investment under Resolution No. 187 dated February 19, 2025.
This route, the section through Hanoi, is about 37.5km long, passing through Me Linh, Dong Anh and Gia Lam districts (old), with a total site clearance area of about 245.2 hectares. After the merger of administrative units, the communes with the route include: Tien Thang, Quang Minh, Phuc Thinh, Thu Lam, Phu Dong and Thuan An.
For the North-South high-speed railway line, the project was approved by the National Assembly in Resolution No. 172 dated November 30, 2024. The route passes through Hanoi for about 27.9km, expected to reclaim about 112.74ha of land in the communes of Ngoc Hoi, Thuong Tin, Thuong Phuc, Phuong Duc, Chuyen My and Dai Xuyen (belonging to the old Thanh Tri, Thuong Tin, Phu Xuyen districts).
On March 13, 2025, the Office of the Hanoi People's Committee sent a document to the People's Committees of districts requesting review, synthesis of needs and proposals for resettlement locations. In particular, the area of Thuong Tin and Thuong Phuc communes (old) with reclaimed land area of about 44,955m2 (excluding railway protection corridors) affected about 411 households. The demand for resettlement land in the area is about 16 hectares.
Mr. Nguyen Xuan Dai requested the People's Committees of communes and wards within the scope of the two projects to urgently send reports to the Department of Agriculture and Rural Development for synthesis and reporting to the city.

Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh highly appreciated the sense of responsibility and determination of the grassroots government, especially after implementing the two-level urban government model from July 1.
The Chairman of the Hanoi People's Committee requested leaders of communes to attend a meeting to report to the Standing Committee of the Commune Party Committee to ensure consistency in direction. According to Mr. Thanh, the Secretary of the Commune Party Committee must be the Head of the Commune's Steering Committee for Site Clearance to ensure a close and effective direction and management role for key projects.
Mr. Thanh informed that the city will soon issue specific instructions on decentralization, authorization and authority of the commune level in implementing site clearance for the two above projects. The guidance content will clarify which tasks are under the authority of the commune level, which tasks must be consulted by superiors, ensuring compliance with legal regulations, especially the contents related to bidding appointments.
Notably, the Chairman of Hanoi emphasized that relevant communes need to be proactive and must "finalize" the resettlement location in the area next week. For its part, the Department of Planning and Architecture is assigned to promptly advise on the planning of resettlement areas to serve key investment projects in the capital until 2030.
