The Ministry of Education and Training has just announced a draft Decree regulating salary policies and allowance regimes for teachers to collect widely received comments from relevant agencies, organizations and individuals. According to this draft Decree, all teachers are entitled to a special salary coefficient.
This is a necessary regulation to realize the policy of "teacher salaries are ranked highest in the administrative career salary scale system".
According to the Ministry of Education and Training, with current regulations, teachers' salaries are not currently ranked highest in the administrative career salary scale system, and most teachers are even ranked on a lower salary scale.
When reviewing and comparing the salary scale applied, it can be seen that the salaries of most teachers (except for college, university lecturers, vocational education teachers) are ranked lower than civil servants in other sectors such as health (doctor, pharmaceutical), construction (architects, appraisalors), transportation (road technicians, project managers, maintenance workers, etc.
The Ministry of Education and Training believes that although the specific salary coefficient does not help teachers' salaries be ranked "highest", it will help teachers' salaries be ranked "higher" than those of civil servants with the same salary scale.
The team of teachers nationwide hopes for the consensus of competent authorities on the regulation of "specific salary coefficient" to gradually resolve the shortcomings of the current salary scale system, while implementing the policy of "the highest teacher salary in the administrative career salary scale system".
With the same spirit of waiting for all teachers to receive a special salary coefficient, Ms. Nguyen Thanh Huyen - a teacher at Nghi Kim Primary School (Nghe An) - said that this is good news and also a great source of encouragement for those who are attached to the teaching profession.

According to the Ministry of Education and Training, Point b, Clause 1, Article 23 of the Law on Teachers stipulates that "teachers' salaries are ranked highest in the administrative career salary scale system". This shows the concern of the Party and the State, the National Assembly and the whole society for the position, role and specific characteristics of teachers' professional activities.
The salary policy is a key solution to contribute to attracting talented people to become teachers, improving the quality of the teaching staff, thereby improving the quality of education and training. At the same time, this is also a solution to help teachers feel secure in their work, contributing to the cause of education and training.
Speaking to Lao Dong Newspaper reporter, Associate Professor, Dr. Do Van Dung - former Principal of Ho Chi Minh City University of Technical Education - said that the situation of teachers quitting or changing jobs in our country has become a burning issue.
The main reasons are high work pressure, low income compared to the social level and lack of support from policies. The Law on Teachers will actively contribute to solving this problem through breakthrough compensation policies to improve income and working conditions.
The law stipulates that teachers' salaries are ranked highest in the administrative career salary scale system, which will significantly increase teachers' income. Increasing vocational allowances to a minimum of 70% and adding new allowances also help increase income. These reforms directly address the economic causes of job creation, helping to retain teachers.
