High school graduation exam questions belonging to the list of state secrets "Top secret"
The Ministry of Education and Training has issued a document consolidating the Circular on the regulations on the high school graduation exam accompanied by the Regulation on the high school graduation exam.
Article 5 of the consolidated document stipulates the exam questions and the requirements for confidentiality and declassification of the exam questions.

Specifically, in an exam, each subject has an official exam and a preparatory exam. The exam must ensure the following requirements:
The exam content meets the provisions of Clause 2, Article 4 of this Regulation;
Ensure accuracy, science and pedagogical nature; writing and wording must be clear;
Closely follow the requirements to be met in the General Education Program; ensure the classification of candidates;
The essay exam questions must clearly state the scores of each question; the scores of the exam subjects are calculated on a scale of 10 (10 points);
Each exam has an accompanying answer key, and the essay exam has additional marking instructions;
The exam question must clearly state how many pages it is (for exam questions with 2 pages or more); clearly state the word "END" at the end point of the exam question.
Unpublished exam questions and answers belong to the list of "Top Secret" state secrets. Deadline for protecting "Top Secret" state secrets of exam questions:
For essay exams, it will only end when two-thirds (2/3) of the exam time is over; for multiple-choice exams, it will only end when the exam time of the exam session is over;
Preliminary exam questions should not use self-decryption immediately after the end of the final exam session of the exam.
Prepare for the work of setting exam questions, printing, copying and transporting exam questions
Regarding the preparation for the 2026 high school graduation exam, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) said that the Ministry of Education and Training has completed the system of exam management software, multiple-choice grading software and exam question preparation support software. These systems are coordinated to review and assess security and safety with functional units of the Ministry of Public Security before being put into operation to ensure safety and security throughout the exam organization process.
The Ministry of Education and Training has organized direct and online training conferences for departments of education and training, police forces, higher education institutions and inspection teams. At the same time, localities also proactively train officials to participate in the stages of the exam.
Regarding the work of setting exam questions, printing and transporting exam questions, the Ministry of Education and Training has established an exam question setting council; coordinated with the Ministry of Public Security and related units to ensure strict requirements on security and confidentiality. The transportation of exam questions continues to be carried out through the system of the Government Cipher Committee. Up to now, 100% of localities have received exam questions from the Cipher Committee so that they can start printing and copying exam questions according to the plan and regulations.
Regarding inspection and supervision, the Ministry of Education and Training deploys inspections in all three stages before, during and after the exam. Working groups of Ministry leaders, departments, specialized departments and higher education institutions have conducted preparation inspections in many localities.
During the exam period, nearly 6,000 officials from universities will participate in inspection and supervision at exam councils nationwide.
