This is one of the contents introduced by the Ministry of Finance in the Draft Circular replacing the Circular regulating the content and expenditure levels of vocational teachers' lectures and vocational training equipment competitions.
The draft Circular proposes to stipulate the content and level of expenditure for activities organizing lectures and exams at the grassroots level; provincial and national levels, including:
Lecture halls and grassroots competitions are organized annually by vocational colleges, vocational secondary schools, vocational training centers and other training institutions that are registered for vocational training activities ( vocational training institutions).
Provincial lectures and competitions are organized by the Department of Education and Training every two years (for lectures), every three years (for competitions).
National lectures and competitions are organized by the Ministry of Education and Training (Department of Vocational Education and Continuing Education) every three years.
Expenditure for national lectures and competitions
The draft proposes the expenditure for preparation work; expenditure for organizing lectures and competitions; expenditure for rewarding collectives and individuals who win prizes in lectures and competitions...
In which, expenses for organizing lectures, competitions, renting locations (in case the unit does not have a location), halls, vehicles, machinery, equipment, tools; purchasing raw materials suitable to the professional requirements of each profession (if any); expenses for transporting equipment, loading and unloading, installing and introducing self-made vocational training equipment to win prizes to directly serve the organization at the location of the closing ceremony of the lectures and competitions (if any).
The actual spending level is decided by the head of the organizing committee of the lecturer and the contest based on the contract, invoice and legal spending documents.
Spend drinking water for lectures and competitions. The expenditure level is implemented according to the provisions of Circular No. 40/2017/TT-BTC and Circular No. 12/2025/TT-BTC.
Spending on opening and closing lectures and competitions. The expenditure level is according to Circular No. 40/2017/TT-BTC and Circular No. 12/2025/TT-BTC.
Spending on information and propaganda activities about the contest and lectures such as: taking photos, filming, making propaganda materials, television, radio, writing articles for newspapers, making souvenirs for the contest, lectures, banners, slogans, billboards, posters (if any) according to the budget approved by competent authorities. The payment level is based on contracts, invoices, and legal spending documents.
Spending on rewarding collectives and individuals who won prizes in lectures and competitions
According to the draft, the maximum expenditure/award is calculated according to the lecture or the winning device as follows:
For individuals: First prize: 2,000,000 VND; second prize: 1,500,000 VND; third prize: 1,000,000 VND; consolation prize: 300,000 VND.
For the collective: First prize: 4,000,000 VND; second prize: 3,000,000 VND; third prize: 2,000,000 VND; consolation prize: 500,000 VND.
The content and level of expenditure for lectures and exams at the provincial and grassroots levels
Based on the expenditure contents and expenditure levels prescribed for national lectures and exams, heads of ministries, central and local agencies and vocational training institutions shall prescribe specific contents and expenditure levels for provincial and grassroots lectures and exams according to the scale of the competition and the funding capacity of the unit, but not exceeding the expenditure levels prescribed for national lectures and exams.
In addition to the expenditure content and expenditure levels applied to lectures and national competitions, lectures and grassroots competitions, teachers and experts in preparation for the exam are also paid as follows:
The time for national exam preparation is decided by the Minister of Education and Training in accordance with each profession and exam content.
Support meals for teachers during the exam preparation process to participate in lectures and competitions; pay meals and remuneration for lecturers and experts who directly guide the exam preparation. The expenditure level is implemented according to the provisions of Circular No. 36/2018/TT-BTC dated March 30, 2018 of the Ministry of Finance guiding the preparation of estimates, management and use of funds for training and fostering cadres, civil servants and public employees.
