On August 13, the National Assembly Standing Committee gave its opinion on the draft Law on Higher Education (amended).
Minister of Planning and Investment Nguyen Kim Son said that the draft law adjusts regulations related to training programs to effectively promote resources, technical infrastructure and digital infrastructure.
On that basis, the draft completes policies on talent training, high-quality training, and providing highly qualified human resources to meet the requirements of the context of globalization in higher education and the labor market.
Especially the need for human resources in science, technology, innovation and digital transformation; adapting to the impact of artificial intelligence (AI) and digital transformation to the industry structure.
Notably, the draft law clearly stipulates the pre-inspection for doctoral training programs, teacher training majors, health, and law.
To ensure input quality in teacher training majors, health fields, and laws in accordance with the regulations of the Ministry of Education and Training.
According to the Minister, the draft requires quality assessment for higher education institutions and training programs, especially for some specific industry groups.
Quality inspection is not mandatory, but associated with autonomy, overcoming the situation of formal inspection, excessively promoting inspection results without accurately reflecting actual quality.
Expressing his agreement on this issue, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that education, law, and health are 3 cases that must be strictly and carefully assessed.
The Vice Chairman of the National Assembly affirmed that pedagogical practice is a particularly important field of education, training teachers.
In the legal industry, there was once only one training school nationwide, but this number is increasing.
Many multi-disciplinary schools currently have majors in law training. There are even institutions that only train a few dozen students a year, without curriculum, without permanent lecturers, affecting the quality of training. Therefore, it is recommended to rearrange and improve the quality of training for this major.
Regarding the health care sector, especially medicine and traditional medicine, the Vice Chairman of the National Assembly said that there are currently several dozen training units.
Vice Chairman of the National Assembly Nguyen Khac Dinh wondered if there were so many, then he did not know whether there were enough teachers, enough workers, and whether there was proper training. Therefore, it is mandatory to conduct quality assessment, if not successful, the training facility's license must be revoked.
Explaining further, Minister of Education and Training Nguyen Kim Son stated that both amended Laws on Higher Education and Vocational Education emphasize management and supervision of the entire process to ensure quality for 3 fields and one level of training. Including training in pedagogical, health, and law.
In particular, pedagogical training has recently been focused on. Especially after Decree 116 and Decree 60 replace it, the admission score for pedagogical training has increased significantly and in 2025, it will probably be in the same competitive group as medicine and pharmacy. This is good news.
Regarding health training and legal training, Minister Nguyen Kim Son said that in the past, medical and pharmaceutical training often strictly controlled the opening of majors, but now, even legal training is the same, not all facilities are trained.
"Controlling these three areas is not only controlling input, not only controlling output, but controlling the entire process" - said the Minister of Education and Training.
