On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Directive No. 51-CT/TW dated August 8, 2025 on changing party membership cards.
The Secretariat requires Party committees, Party organizations and Party members to perform the following tasks:
1. Proceeding to change party membership cards throughout the Party.
2. Exchanging a Party membership card must ensure the following purposes and requirements:
The new Party membership card exchange was conducted on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025) and aimed to successfully celebrate the 14th National Party Congress.
The change of party membership cards is an important work with profound political significance to further raise party awareness among party members about revolutionary striving, sense of organization, discipline and internal solidarity to promote the building and consolidation of the party organization, improve the quality of the party membership team, contribute to building and rectifying the Party and the political system.
Party membership cards are only exchanged for official party members who already have a party membership card and are eligible for party membership in accordance with the provisions of the Party Charter.
Implementing the change of party membership cards must be associated with increasing the application of information technology, synchronized with the party member database to improve the effectiveness of party member management, meeting the requirements of innovating the Party's leadership methods in the new period.
Regarding implementation, the Secretariat assigned the Central Organizing Committee to preside over and coordinate with the Central Propaganda and Mass Mobilization Committee, the Central Public Security Party Committee and relevant agencies to advise on new party membership card models.
Coordinate with the Central Party Committee of the Public Security and relevant agencies to build party member data to serve the work of changing party member cards to be completed before September 2, 2025.
Coordinate with the Central Inspection Committee and relevant agencies to regularly guide, urge, and inspect the organization of Party membership card exchange throughout the Party, and report to the Secretariat on the implementation.
Assign the Central Party Office to preside over and coordinate with relevant agencies to advise on the development of solutions to connect information of electronic party member cards with party member databases and Party databases, serving the implementation of a number of Party administrative procedures in the digital environment.
Assign the Government Party Committee to direct the Ministry of Finance to ensure funding for changing party membership cards throughout the Party, build terminal infrastructure, reader infrastructure, and related software.
Assign the Party Committee of the Fatherland Front and central organizations to direct the Central Committee of the Ho Chi Minh Communist Youth Union to support Party committees, Party organizations, and Party members in reviewing and updating Party member data, especially in Party cells in remote, isolated, border, and island areas with difficult information technology infrastructure.
Assign the Central Party Committee of the Public Security to coordinate with the Central Organizing Committee and relevant agencies to develop data software for exchanging party members' cards; develop estimates and plans to select units to organize the production of party members' cards, ensuring information security, safety and confidentiality according to Party regulations and State laws.
Assign the Government Cipher Committee to preside over advising and implementing solutions on security, authentication of data stored in chips of party members' cards; coordinate the deployment of a technical infrastructure system to provide digital certificates to the Central Organizing Committee for digital signature, issuance and inspection of party members' cards with chips.
