Dien Bien is a mountainous province with rugged terrain, many rivers, ponds and lakes, so the risk of accidents and injuries to children is still high.
According to statistics in 2024, the whole province recorded more than 2,800 cases of child injuries in accidents, including 45 deaths, and 29/45 cases of heart attack due to drowning.
Faced with this situation, ensuring safety for the "summer vacation" with over 200,000 students and trainees in the whole province is becoming a top priority for the education sector and local authorities.

Ms. Hoang Thi Tuyet Ban - Director of the Department of Education and Training said that at the end of May 2025, the Department issued an official dispatch on guiding the organization of summer activities.
Accordingly, educational institutions will organize the handover of students to their families and localities for management. In particular, establish a hotline to receive information and handle unusual situations (local rescue phone numbers) for students and parents to contact when necessary.
In addition, the Department also coordinates with agencies, units, socio-political organizations, and educates on skills to prevent epidemics, invasion, and violence. The focus is on preventing drowning and implementing safe swimming classes.
According to the Director of the Department of Education and Training, during the summer vacation, students are encouraged to participate in talented classes, life skills, foreign language activities, culture, sports, etc.
Schools are encouraged to arrange playgrounds and open libraries so that students and local people have a safe and healthy summer living space, said the Director of the Department.

Before entering the summer vacation, some schools in the province have proactively implemented preventive measures. Typically, Luong The Vinh High School organized a training session on safety skills for accident prevention and control, injury control, and basic swimming skills for all students.
Nguyen Mai Bao Ngoc (grade 11, Luong The Vinh School) said: "The training session is very useful. We learn how to identify accident risks in daily life and school, first aid when falling, burning, electric shock, and especially the skills to handle when meeting drowning people. I feel more confident to have a safe summer vacation".
Do not teach children before the program
The Department of Education and Training also directs the Departments of Education and Training to base on the conditions, specific needs of preschools and the needs of parents for childcare during the summer. Principally, develop a plan to care for, nurture, play and educate children about necessary skills.

Arrange and arrang a team of managers, teachers, and staff appropriately to comply with current regulations in organizing summer activities for children" - Ms. Ban emphasized.

Previously, Prime Minister Pham Minh Chinh signed Official Dispatch 61/CD-TTg dated May 10, 2025 on organizing the high school graduation exam, ensuring the staffing of preschool, primary school teachers and summer vacation for children and students in 2025.
The Prime Minister requested the Ministry of Education and Training to direct and guide localities and educational institutions to take measures to manage, educate and strengthen the coordination between the school and the family to create conditions for children and students to have fun, participate in cultural, artistic, physical training, train life skills in the summer; Managing children and students not to cause accidents, injuries, drowning.
