The Department proposes to be assigned recruitment authority
As of March 2025, the entire Dien Bien Education and Training sector has 482 schools and centers, with 7,334 classes and over 200,000 students, students and trainees. The total number of civil servants, public employees and workers in the industry is nearly 16,000 people.
However, in the 2025-2026 school year, according to the needs of the whole province, there will be a shortage of 2,076 teachers. Specifically, preschools need to add 915 teachers, primary schools lack 522 teachers, secondary schools lack 406 teachers and high schools lack 233 teachers.

According to Ms. Hoang Thi Tuyet Ban - Director of the Department of Education and Training, in order to promptly serve the tasks of the new school year, the Department has requested the Department of Home Affairs to synthesize and report to the Provincial People's Committee to consider assigning additional staff in 2025.
At the same time, assign a target for the number of teacher contracts, as a basis for implementing the recruitment, contract, and arrangement of the teaching staff for the 2025-2026 school year.

According to the Director of Dien Bien Provincial Department of Education and Training, the country is currently implementing the policy of organizing the local government 2 levels, so to ensure the conditions of the teachers for the school year 2025-2026, the Department has actively proposed the provincial People's Committee to assign the authority to recruit teachers from preschool to the Department to the Department. This will help the industry take the initiative in the arrangement of teachers for the new school year.
Accordingly, the teacher recruitment process is expected to be conducted in July and August 2025 to arrange a new team of teachers in early September.
No shortage of teachers is due to organizational arrangement
Also according to the Director of Dien Bien Department of Education and Training, the provincial education sector aims to recruit all the payrolls that have been assigned and basically overcome the shortage of teachers. In particular, do not let the arrangement and organization of the apparatus but to lack teachers, affecting students' learning.
Previously, at the mid-term II conference of the 2024-2025 school year organized by the Department of Education and Training at the end of April 2025, the Department also proposed that the Ministry of Education and Training increase the target of teacher training according to social needs for specialized subjects (English, Informatics, Music, Fine Arts...) and primary school teachers for training institutions.

In addition, additional assigning the number of people working in public service units to ensure sufficient standards, in which priority is given to arranging enough teachers to implement the 2018 GDPT program.
At the same time, continue to invest in online teaching equipment to support teaching for schools that still lack English teachers for grades 3, 4, and 5, ensuring the compulsory English teaching plan of the 2018 General Education Program.
Previously, Prime Minister Pham Minh Chinh signed Official Dispatch 61/CD-TTg dated May 10, 2025 on organizing the high school graduation exam, ensuring the staffing of preschool, primary school teachers and summer vacation for children and students in 2025.
In which, the Ministry of Education and Training is required to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities to ensure the recruitment of all assigned positions; continue to review and propose to competent authorities to supplement the positions of preschool and primary school teachers that are still lacking compared to the norms prescribed by the education sector.
The Ministry of Education and Training studies and has appropriate and effective solutions to overcome the shortage of teachers, ensuring teaching and learning 2 sessions/day.
Request the People's Committees of provinces and cities to proactively review, arrange and regulate teachers to overcome the local surplus and shortage; increase the number of seconded teachers, teach inter-school and inter-level teaching.
