Conditions for teachers
Circular 29/2024/TT-BGDDT of the Ministry of Education and Training (MOET) stipulates that extra teaching and learning will take effect from February 14.
Clause 3, Article 4 of Circular 29/2024 stipulates that teachers in public schools are not allowed to participate in management and management of extra teaching outside of school.
In Article 6, Circular 29/2024 stipulates that organizations or individuals organizing extra teaching and learning activities outside of school that collect money from students must ensure:
Registering for business according to the provisions of law;
Publicly disclose on the electronic information portal or post at the place where the extra teaching institution is located on subjects that are organized for extra teaching; the duration of extra teaching for each subject according to each grade block; location, form, time for organizing extra teaching and learning; list of extra teaching staff and tuition fee collection before enrolling students for extra classes (according to Form No. 02 in the Appendix attached to this Circular.
Along with that, organizations or individuals who teach extra classes are required to publicly disclose the number of extra classes according to each grade; locations, forms, and time for organizing extra teaching and learning; list of extra classes and tuition fees before recruiting extra classes for extra classes.
In addition to the school, the teacher needs to ensure good moral qualities and professional competence suitable for the subject to participate in tutoring.
At the same time, teachers who are teaching at schools participating in tutoring outside the school must report to the principal or director or the head of the school about the subject, location, form, time to participate in tutoring. .
Principles of extra teaching that teachers need to remember
According to Article 3 of Circular 29/2024/TT-BGDDT, the principle of extra teaching teachers needs to be remembered includes:
Teaching tutoring is only organized when students and students are in need, voluntary and agreed by their parents/guardians.
Do not use any form to force students to learn extra.
The content of tutoring is not illegal in Vietnam, does not carry ethnic stereotypes, religions, occupations, gender and social status; Do not cut the content of teaching according to the educational plan to put into teaching.
We must contribute to developing students' qualities and abilities, not affecting the organization of the school's education program, and implementing the teacher's subject program.
Time, time, location, and form of extra teaching are suitable for the psychology of the age group, ensuring health, fire prevention and fighting at the place where extra classes are held.
Mr. Nguyen Xuan Thanh, Director of Secondary Education Department, acknowledged, taught, tutored because of the needs of both learners and teachers. The viewpoint of the Ministry of Education and Training is not to ban tutoring but find the cause to have an appropriate and effective management plan.
