Is the time spent as a high school teacher counted for promotion of junior high school teachers?

The Ministry of Education and Training has answered the question of whether the time spent as a high school teacher is counted for promotion of junior high school teachers.

Ms. Trieu Thi Thu Ha (Lao Cai) was recruited into the education sector in 2012, officially appointed as a high school teacher in 2013 (code 15.113).

In 2016, Ms. Ha was appointed to the professional title of Grade III High School Teacher (code V.07.07.07.15).

In August 2023, she transferred to another province to teach junior high school, and was appointed to the professional title of Grade III junior high school teacher (code V.07.07.03.32).

In November 2024, there was a promotion round for the professional title of Grade II Secondary School Teacher (code V.07.07.31), Ms. Ha met all the promotion criteria.

Ms. Ha asked, can the time I have held the professional title of high school teacher be transferred and calculated as equivalent to be considered for promotion to Grade II Secondary School Teacher?

The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:

Point d, Clause 5, Article 5 of Circular No. 08/2023/TT-BGDDT stipulates: "The duration of holding the old professional title is determined to be equivalent to the duration of holding the transferred professional title".

At the same time, Point d, Clause 3, Article 13 of Circular No. 13/2024/TT-BGDDT stipulates that the time is included in the time holding the professional title of Grade III Secondary School Teacher (code v.07.07.03.32) including: "Other time determined by competent authorities equivalent to the ranks and ranks specified in Point a, Point b, Point c of this Clause when teachers are transferred to the professional title of junior high school teachers".

Thus, the period of time Ms. Trieu Thu Ha holds the professional title of Grade III High School Teacher is determined to be equivalent to the period of holding the professional title of Grade III Secondary School Teacher and is counted as the equivalent period when registering for promotion to the professional title of Grade II Secondary School Teacher (code V.07.04.31) as prescribed in Clause 4, Article 3 of Circular No. 08/2023/TT-BGDDT.
