Issues about salary and benefits are always questions that many teachers are interested in and send questions to the Ministry of Education and Training and the Ministry of Home Affairs for answers, including a question from Ms. Tran Thi Thu Hien.
Ms. Hien is a teacher, having won the Emulation Fighter at the grassroots level (school year 2022-2023 to school year 2024-2025) 3 times in a row; excellent teacher, excellent homeroom teacher at the provincial level. In November 2026, Ms. Hien will receive a regular salary increase.
Ms. Hien asked, are you subject to a 12-month salary increase?

Regarding this issue, the Ministry of Home Affairs responds as follows:
Currently, the regime of early salary increase due to outstanding achievements in performing tasks for civil servants and public employees is stipulated in Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and workers (amended and supplemented in Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Minister of Home Affairs).
Accordingly, cadres, civil servants and public employees who have outstanding achievements in performing tasks that are recognized in writing by competent authorities, if they have not been ranked in the final salary level in the rank or in the title that meets the conditions specified in Point a, Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 and the regulations on considering early salary increase due to outstanding achievements of the unit, will be considered for early salary increase.
The organization and implementation of policies for cadres, civil servants and public employees in the province is under the authority of the Chairman of the Provincial People's Committee. Therefore, the Ministry of Home Affairs recommends that Ms. Tran Thi Thu Hien contact the provincial agency managing cadres, civil servants and public employees (Department of Home Affairs) for answers.
