Salary increase, allowances increase from 2026
According to the Ministry of Education and Training, to ensure the implementation of the Law on Teachers from January 1, 2026, the Ministry must advise and submit to the Government to issue 3 Decrees and issue 12 Circulars under its authority.
3 Decrees include: Decree detailing a number of articles of the Law on Teachers; Decree regulating salary policies, allowance regimes, support and attraction policies for teachers; Decree regulating preferential allowances according to the profession for civil servants in the education sector.

12 Circulars regulating professional standards, working regimes, recruitment authority, equivalent titles, and codes of conduct for teachers.
According to the Draft Resolution of the National Assembly on a number of specific mechanisms and policies to implement breakthroughs in education and training development, the Ministry proposes: Raising vocational preferential allowances to a minimum of 70% for preschool, primary and secondary vocational teachers; 30% for school staff; 100% for teachers working in areas with particularly difficult socio-economic conditions, educational institutions for people with disabilities, and specialized schools.
According to the Ministry of Education and Training, this policy directly concretizes the requirements in Resolution 71-NQ/TW, which is a strategic and urgent solution to prevent the situation of teachers leaving the industry, creating attraction for new recruitment, and gradually solving the current shortage of teachers.

Ms. Bui Thi Ngoc Luong - Principal of Tay Tuu A Primary School (Hanoi) expressed that since the Law on Teachers and Resolution 71, the team of cadres and teachers across the country have been very happy because the lives of teachers will be improved. Ms. Luong believes that Resolution 71 is like a beacon for education, demonstrating the Party and State's concern for the development of education in the integration period.
Having worked in the education sector for many years, the Principal of Tay Tuu A Primary School said that the teaching profession is a special job, requiring a lot of effort and enthusiasm. In addition to teaching, teachers must spend time preparing lessons, interacting, and exchanging with parents, and be ready to support and care for students even on holidays, etc.
"Although it is difficult, many young teachers work in a profession with very low salaries, not enough to worry about paying for themselves in the current market mechanism, not to mention worrying about a family, a small family.
Therefore, increasing salaries and allowances for teachers from January 1, 2026 will create great motivation for the teaching staff, so that teachers can work with peace of mind, have more motivation to stick with the profession and be more responsible for their work" - Ms. Luong expressed.
Ms. Tran Thi Tuyet - a teacher at Phuc Dong Primary School (Hanoi) shared that she came to the profession from love for youth and the more she worked and was attached to her students, the more she loved the job. This is the motivation to help her overcome barriers and income limitations over the years.
Therefore, Ms. Tuyet always hopes that new policies on salaries and benefits will be implemented soon to create more motivation for work.
"Increasing salaries and allowances will help teachers' lives become more stable, have more time to focus on work, and have more motivation to contribute to the profession.
In particular, for young teachers, when they are well off, they will attract many talents. This is a condition to develop the teaching staff, helping students enjoy the best educational environment" - Ms. Tuyet said.
