Considering reorganizing the professional title of teacher is always an issue of concern to many teachers. Including the question of Mr. Dinh Cao Ngoc (Quang Binh) sent to the Ministry of Education and Training.
Mr. Ngoc graduated from university in 2012, worked as a contract teacher at a secondary school from 2012 to 2016, and was ranked as a Grade II Secondary School Teacher.
In 2016, Mr. Ngoc was recruited as a civil servant and was ranked as a Grade II Secondary School Teacher (V.07.07.11. Up to now, he has 11 years of teaching experience and paid social insurance.
Mr. Ngoc asked: "Is my time as a contract teacher counted as the time holding the rank and am I eligible to transfer the old professional title of Grade II Secondary School Teacher to the new Grade II Secondary School Teacher, code V.07.04.31?"
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
Clause 12, Article 5 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01, 02, 03, 04/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards for professional titles and appointment and salary arrangement of teaching staff in public preschools and general schools stipulates:
"From November 3, 2015 to the effective date of this Circular, in cases where preschool and primary school teachers are appointed to a higher rank after the probationary period ends or after achieving a training level higher than the prescribed level but do not meet other standards as well as have not been admitted to the exam or considered for promotion organized by the competent authority, they must be reappointed to the correct rank according to regulations (including cases of recruitment before November 3, 2015 and completing the probationary period according to regulations after November 3, 2015)".
Therefore, Mr. Dinh Cao Ngoc is the subject who must be reappointed to the correct teacher professional title. It is recommended that you contact directly the competent authority appointing the professional title in your locality for guidance.
The Ministry of Education and Training also said that when reappointing, the competent authority will base on regulations related to probation, appointment of professional titles, and salary classification of civil servants effective at the time of recruitment 2016 to determine the professional title rank and salary coefficient for him.
