Commune-level People's Committees manage extra teaching and learning activities in the area
The Minister of Education and Training (MOET) issued Circular 10/2025/TT-BGDDT dated June 12, 2025 regulating decentralization, delegation and division of authority to perform state management tasks of local authorities at two levels for general education.
According to the circular, the authority to manage extra teaching and learning activities in the area; guide and inspect the implementation of regulations on extra teaching and learning in the area; handle or recommend to competent authorities to handle violations; supervise and inspect compliance with legal regulations on working hours, overtime and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals teaching extra classes and learning extra classes outside of school as prescribed in Article 10 of Circular No. 29/2024/TT-BGDDT of the Minister of Education and Training promulgating regulations on extra teaching and learning implemented by the People's Committees at the commune level.
Authority to transfer schools and receive secondary school students
The Circular clearly states that the authority to issue certificates of introduction to transfer schools for secondary schools at Point f, Clause 1, Article 5 of the Regulations on transferring schools and receiving students studying at secondary and high schools issued with Decision No. 51/2002/QD-BGDDT is implemented by the Chairman of the People's Committee at the commune level where they are going.
The authority to receive and introduce to the school where they reside, check the documents specified in Point a, Clause 2, Article 5 and Clause 1, Article 11 of Decision No. 51/2002/QD-BGDDT shall be implemented by the People's Committee of the commune where they are located.
The authority to consider and decide on the case of exemption on school transition time for the junior high school level prescribed in Clause 3, Article 5 of Decision No. 51/2002/QD-BGDDT shall be implemented by the Chairman of the People's Committee of the commune where they are located.
Organizing the implementation of regulations on assessment of high school students
The authority directs schools in the same area to accept and hand over educational results for students as prescribed in Clause 3, Article 12 of the Regulations on assessment of primary school students issued with Circular No. 27/2020/TT-BGDDT by the People's Committees at the commune level.
The authority to organize the assessment of primary school students in the locality is stipulated in Point a, Clause 1, Article 14 of Circular No. 27/2020/TT-BGDDT implemented by the People's Committees at the commune level.
The authority directs the principal to organize the implementation of assessment, acceptance, handover of educational results and monitoring, inspection, and resolution of difficulties and problems in the process of implementing assessment of primary school students in the area as prescribed in Clause 2, Clause 3, Article 14 of Circular No. 27/2020/TT-BGDDT by the People's Committee at the commune level.
The authority to direct the organization of the implementation of assessment of junior high school students, direct and guide educational institutions to use the Book of Monitoring and Assessing Students (according to classes), Book of Monitoring and Assessing Students (of teachers), Student Backup; guide the use of electronic records, check and resolve problems in the process of implementing regulations on assessment of junior high school students as prescribed in Article 17 of Circular No. 22/2021/TT-BGDDT on assessment of junior high school students and high school students implemented by the People's Committees at the commune level.
Circular No. 10/2025/TT-BGDDT takes effect from July 1, 2025.
