Mr. Nguyen Ngoc Duy is a Music teacher, appointed as a Grade II Primary School Teacher (code V.07.03.28) according to Circular No. 02/2021/TT-BGDDT. Currently, Mr. Duy works at a school with two levels of education (primary and secondary school).
During the school year, the school's leaders assigned him to teach Music at primary school level for 10 periods/week, and teach at secondary school level for 12 periods/week.
Mr. Duy asked: "Is the school that assigns me to teach 12 extra periods/week at the secondary school level in accordance with regulations? If teaching is at two levels like that, what level is the teaching period norm? ".
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
Clause 4, Article 3 of Circular No. 05/2025/TT-BGDDT dated March 7, 2025 of the Minister of Education and Training stipulates the working regime for general education and university residents, stipulating:
"Teachers teaching at public schools with many levels of education appointed to the professional title of teacher at any level shall comply with the prescribed teaching hours for teachers at that level.
In case a teacher is assigned to teach at the school level according to the appointed title and is assigned to teach at another school level, each teaching period at another school level is calculated by 01 standard period".
Therefore, the fact that primary school teachers have many levels of education assigned to teach at the same time at many levels of education is in accordance with regulations.
At the same time, because Mr. Nguyen Ngoc Duy was appointed to the professional title of primary school teacher, he had to implement the teaching period quota for primary school teachers (23 periods/week); each teaching period at the secondary school level was calculated by 1 standard teaching period for primary school teachers.
