Implement teaching norms for teachers
According to estimates by the Ministry of Education and Training (MOET), after arranging the network of educational institutions, about 32,652 management officials may be assigned to work as teachers, contributing to solving the teacher shortage situation.
When principals and vice principals are redundant after school merger and transferred to become teachers, teachers are entitled to working regimes, teaching hours and enjoy benefits according to current regulations for teachers.
Currently, the working regime and teaching norms of teachers are being implemented according to Circular No. 05/2025/TT-BGDĐT of the Ministry of Education and Training stipulating the working regime for general education and university preparatory teachers.
Article 5 of the circular stipulates that the working time in the school year of principals, vice principals, and teachers of general education schools is 42 weeks. In which: The number of weeks of teaching content in the general education program is 37 weeks (including 35 weeks of actual teaching and 02 weeks of reserve); the number of weeks of studying and fostering to improve qualifications is 03 weeks; the number of weeks of preparing for the new school year and summarizing the school year is 02 weeks.
Article 8 of Circular 05 also stipulates the teaching time norms for principals and vice principals.
In addition to leadership and management tasks, principals and vice principals of general schools and university preparatory schools must teach some subjects within the content of the education program to grasp the content and objectives of the education program and the learning situation of students in order to improve the effectiveness of leadership and management work.
The average teaching period in 01 week for the principal is 02 periods; Deputy principal is 04 periods.
When principals and vice principals are transferred to become teachers, the average teaching period in 01 week for teachers will be implemented. In which, primary school teachers are 23 periods, secondary school teachers are 19 periods, and high school teachers are 17 periods.
Teachers of ethnic minority boarding primary schools are 21 periods, teachers of ethnic minority boarding secondary schools are 17 periods, teachers of ethnic minority boarding secondary schools are 17 periods, and teachers of ethnic minority boarding secondary schools are 15 periods.
Cases where norms are reduced
If principals and vice principals are transferred to become teachers and take on the task of homeroom teachers or heads of professional groups, they are entitled to reduced teaching hours.
In which, homeroom teachers in general schools are reduced by 04 periods/week.
Classroom teachers at university preparatory schools are reduced by 03 periods/week.
Heads of professional groups or heads of subject groups are reduced by 03 periods/week; deputy heads of professional groups or deputy heads of subject groups are reduced by 01 period/week.
Heads of student management teams in ethnic minority boarding schools and semi-boarding ethnic minority schools are entitled to a reduction of 03 periods/week; deputy heads of student management teams in ethnic minority boarding schools and semi-boarding ethnic minority schools are entitled to a reduction of 01 period/week.
Teachers concurrently heading functional departments of pre-university schools are reduced by 06 periods/week; teachers concurrently deputy heads of functional departments of pre-university schools are reduced by 05 periods/week.
