Breakthrough in education and training development - firmly entering a new era

The Politburo has just issued Resolution 71-NQ/TW on breakthroughs in education and training development, with many breakthrough decisions. This also demonstrates the determination of the Party and State in caring for and promoting innovation in education, improving the quality of human resources, and meeting the requirements of socio-economic development in the new era.

Implementing many major policies on education and training

In the process of national development, our Party and State always consider education and training, along with science and technology as the top national policy. Many major policies and guidelines have been issued, promoting innovation in education and training, strong development and achieving important results.

Resolution 71 was born in the context of the country entering a new stage of development with the requirement to build high-quality human resources, form a new generation of Vietnamese citizens with patriotism, national pride, bravery, intelligence, health and the ability to integrate internationally. This requires a breakthrough in the development of education and training and must start from innovation in thinking, awareness and institutions.

The Resolution sets out 8 groups of tasks and solutions on breakthroughs in education and training development, including: Raising awareness, innovating thinking and actions, identifying strong political determination to make breakthroughs in education and training development; Strongly innovating institutions, creating specific and outstanding mechanisms and policies for the development of education and training; Strengthening comprehensive education on virtue, intelligence, physical and aesthetics, forming a value system for Vietnamese people in the new era; Comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training; Focus on building a team of qualified teachers and school facilities, improving the quality of preschool and general education; Reform, modernize vocational education, make breakthroughs in developing human resources with high skills, high-level education, high-level human resources, high-level education, high-level innovation, international human resources, high-level innovation and innovation in education and training; Focus on building a team of qualified teachers and facilities, high-level education and innovation in education and training;

In each group of solutions, the Politburo has proposed specific solutions, such as in the group of tasks on solutions for strong institutional innovation, creating specific and outstanding mechanisms and policies for education and training development with the emphasis: "There are specific and outstanding incentive policies for the teaching staff; raising vocational allowances for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for employees, 100% for teachers in extremely difficult areas, border areas, islands, and ethnic minority areas.

Ms. Le Thi Hang (a junior high school teacher in Thanh Hoa) shared that recently, information about the Law on Teachers, draft laws, and new decrees on salary policies being developed by the Ministry of Education and Training and submitted to the Government is good news for teachers nationwide. Teachers feel secure in their work and feel encouraged by the policies and attention of the Party and State.

"Yesterday, when we heard new information about the treatment policies for teachers stipulated in Resolution 71 of the Politburo, we teachers were very happy, feeling like there was a "wind flow", giving us more motivation to try every day" - Ms. Hang excitedly said.

A historic opportunity for Vietnamese education to break through

Ms. Nguyen Thi Viet Nga - Member of the National Assembly's Committee on Culture and Society assessed that Resolution 71 has many new points, breakthroughs and demonstrates deep attachment to the country's development practices.

This Resolution does not only emphasize the role of education and training as the top national policy, but has set out very specific, feasible and clear goals and solutions, from the national target program of education, the establishment of a national scholarship fund, to the policy of exempting tuition fees and providing unified textbooks for free for students by 2030. These solutions directly reflect practical requirements, especially the people's desire for a fair and modern education.

The Resolution clearly identifies and provides directions to resolve bottlenecks, such as quality differences between regions, inadequate policies for teachers, or lack of synchronization in curriculum and textbooks. The approach of the Resolution is both unified and open, ensuring equality in access to knowledge, and creating space for localities to link education with the practical context.

"Resolution 71 shows the attachment to the trend of the times, when education must be closely linked to science and technology, socio-economics, and the labor market. The new orientations help us have a solid political and legal basis to make education a driving force for national development" - Ms. Nguyen Thi Viet Nga assessed.

Sharing the same view, Dr. Hoang Ngoc Vinh - former Director of the Department of Vocational Education, Ministry of Education and Training - said that Resolution 71 of the Politburo was born, expected to be a new "push", along with four pillar resolutions on private economy, institutions, industry, science - technology, to become a five-finger approach for national development.

"Resolution 71 does not stop at the slogan but goes straight to the technical but decisive stages. First of all, it is necessary to develop a university admission innovation project in the direction of properly assessing learners' abilities, ensuring unified control of input standards of training majors, training institutions and strictly controlling output quality; Abolishing grassroots school councils, etc.

In fact, many school boards currently exist in form, lacking roles, overlapping power with the Party Committee and the Board of Directors... The removal could streamline the apparatus and clarify responsibilities. But along with that, it is necessary to immediately design alternative supervision mechanisms to avoid falling into institutionalization and concentrating absolute power" - Dr. Hoang Ngoc Vinh commented.

Experts say that to make breakthrough solutions a reality, the education system must operate as a speeding machine: Strong motivation is needed for political will, braking is needed for independent supervision institutions, and professional drivers are needed for a team of managers who are brave, transparent and dedicated.

Vietnamese education in the top 20 in the world by 2045

The Politburo aims to have a modern, fair and quality national education system, making Vietnam in the top 20 countries in the world by 2045. The closer goal is that by 2030, the whole country will complete universal preschool education for children aged 3 to 5 and compulsory education for all secondary schools. At least 85% of people of high school age have completed high school and equivalent, achieving initial results in improving their technological proficiency, artificial intelligence and English proficiency.
