On behalf of the Politburo, on August 22, 2025, General Secretary To Lam signed and issued Resolution 71 of the Politburo on breakthroughs in education and training development. Lao Dong Newspaper would like to introduce the full text of Resolution 71.

In the process of national development, our Party and State always consider education and training, along with science and technology, as the top national policy. Many major policies and guidelines have been issued, promoting innovation and strong development in education and training, achieving important results. Vietnam is among the 21 countries that are early to achieve the United Nations' Sustainable Development Goals for quality education by 2030.

However, education and training still face many difficulties and limitations, and has not really become a key driving force for the country's breakthrough development. Education access is still low compared to developed countries; there are major differences between regions and target groups. The team of teachers, facilities, and schools in many places do not meet the requirements. The university and vocational education system is developing in a disjointed and backward manner, not meeting the requirements of training high-quality human resources and scientific research, especially in some key sectors and fields. Negative phenomena and formal diseases in education are still common. The content and programs of education still have many shortcomings, education on ethics, physical education, and aesthetics has not received due attention and is not really effective. The main reason for the above limitations is due to the lack of full awareness and drastic implementation of the viewpoint of education and training as "the top policy", as "the responsibility of the Party, State and the entire people"; the thinking about management and development of education is slow to innovate, the concept of autonomy and socialization of education is not suitable; investment resources for education are still low, policies on allocation and use of resources are ineffective, financial mechanisms are not sustainable; policies and regimes for teachers are still inadequate; the psychology of importance of status in society is still heavy, policies on employing cadres still value qualifications more than capacity, negative aspects in society greatly affect educational activities in and outside schools.

In the context of profound and comprehensive changes in the world, especially digital technology and artificial intelligence reshaping the education sector on a global scale, each country must redefine a new vision and strategy for the education system in the future. Our country is facing a historic opportunity for breakthrough development, the requirement of building people and human resources, which is very important and urgent, requires a breakthrough in the development of education and training to contribute to building a new generation of Vietnamese people with patriotism and national pride, enough courage, intelligence, capacity, qualifications, and health to meet the requirements of building, developing the country and defending the Fatherland in the new development stage.

From the above situation, the Politburo requested to focus on thoroughly grasping and implementing the following contents resolutely, synchronously and effectively:

I- DIRECTION VIEWS

1. deeply and fully grasp and consistently implement the viewpoint that education and training are the top national policy, deciding the future of the nation. Developing education and training is the responsibility of the Party, the State and the entire people. The State plays a role in strategic orientation, creating development, ensuring resources and fairness in education; ensuring enough schools, classes, and teachers to meet the learning needs of the people. The whole society is responsible for caring for, contributing resources and supervising educational development.

2. Promote the tradition of studiousness of the nation, build a learning society, strongly arouse emulation movements among the people and in the whole society in studying, self-study, continuous learning, lifelong learning for the rapid and sustainable development of the country, for the future of the nation.

3. Closely coordinate between families, schools and society in education and training. Students are the center, the subject of the education and training process; schools are the foundation, teachers are the driving force, deciding the quality of education and training. Implement the motto "teacher to teacher, students to task" in all aspects of ethics, personality, and knowledge; resolutely correct negative aspects in education, respect teachers, and honor teachers in society.

Education ensures harmony between the people and the elite, comprehensiveness and in-depthness, nationwide and globally. Develop education on the basis of culture, traditional national values, while absorbing the quintessence of humanity, international standards; educate and train Vietnamese citizens to become global citizens.

4. Education and training must ensure "learning goes hand in hand", "theory is associated with practice", "school is associated with society". Preschool and general education is the foundation for forming personality, developing the qualities and abilities of learners. Vocational education plays a key role in developing a highly skilled workforce. Higher education is the core to developing highly qualified and talented human resources, promoting the development of science, technology and innovation.

5. Breakthroughs in education and training development must start from innovation in thinking, awareness and institutions. Create breakthroughs in resources, motivation and new space for education and training development, improve quality; ensure the State plays a leading role, take public investment as a leader, attract social resources for comprehensive modernization of the national education system.

6. Public education is a pillar, non-public education is an important component of the national education system; building an open and connected education system, ensuring fair and equal learning opportunities for everyone, meeting social needs, promoting lifelong learning.

II- OBJECTIVES

1. Goals by 2030

- Expand fair access, improve the quality of preschool and general education to reach advanced standards in the Asian region. Build a network of basic schools to meet the learning needs of students of all subjects and regions; have at least 80% of high schools meeting national standards. Complete universal preschool education for children aged 3 to 5 and compulsory education through junior high school; at least 85% of people of high school completion age and equivalent, no province or city reaches below 60%. Achieved initial results in improving technology capabilities, artificial intelligence and English proficiency at the high school level. The education index contributing to the Human Development Index (HDI) reached over 0.8, in which the educational inequality Index decreased to below 10%.

- Build and train human resources, especially high-quality human resources, to meet the requirements of Vietnam becoming a developing country with modern industry and high average income. The network of higher education and vocational education institutions is arranged appropriately and invested in upgrading; strive for 100% of higher education institutions and at least 80% of vocational education institutions to meet national standards, 20% of institutions to be modernly invested equivalent to developed countries in Asia. The rate of people of all ages studying postgraduate degrees in high school is 50%. The rate of workers with college and university degrees or higher is 24%. The rate of students majoring in basic science, engineering and technology will reach at least 35%, of which at least 6,000 students and 20,000 students will study talent programs. The Human Capital and Research Index contributes to the Global Innovation Index (GII) on par with countries with high average incomes.

- Enhance higher education institutions to truly become research, innovation, and entrepreneurship centers of the country and the regions. The network of higher education institutions plays a core role in the innovation ecosystem of regions and localities, providing high-quality human resources, talented to meet the requirements of key industries and fields; recruiting at least 2,000 excellent lecturers from abroad. An average increase of 12%/year for the number of international scientific publications, revenue from science, technology, and innovation; 16%/year for the number of patenting registrations and patenting certificates. Strive for at least 8 higher education institutions in the top 200 universities in Asia, at least 1 higher education institution in the top 100 universities in the world in some fields according to prestigious international rankings.

2. Goal by 2035

The education and training system continues to be modernized, with strong and steady progress in access, fairness and quality. Complete pho thong high school and equivalent; the education index contributing to the HDI reached over 0.85; the human capital and research index contributing to the GII index reached above the average of countries with high average incomes. Strive for at least 2 higher education institutions in the top 100 universities in the world in some fields according to prestigious international rankings.

3. Vision to 2045

Vietnam has a modern, fair and quality national education system, ranking among the top 20 countries in the world. Every citizen has the opportunity to study for life, improve qualifications, skills and maximize personal potential. High-quality human resources, scientific and technological talents become the core driving force and competitive advantages of the country, contributing to making Vietnam a developed country with high income. Strive for at least 5 higher education institutions in the top 100 universities in the world in a number of fields according to prestigious international rankings.

III- TASKS, SOLUTIONS

1. Raising awareness, innovating thinking and action, identifying strong political determination to make breakthroughs in education and training development

- Fully and deeply grasp in the entire political system and society the viewpoints and policies of the Party and Ho Chi Minh's ideology on education and training. Strengthen propaganda, raise awareness and roles and responsibilities of all central departments, ministries, branches, socio-political organizations, local Party committees, authorities, agencies, organizations, units, enterprises and the entire population for the cause of education and training.

- Continue to strongly innovate thinking in leadership and direction; strongly shift from administrative management to creating development, modern governance, drastic action. Locate education and training development in national governance and social governance thinking to ensure orientation, planning, and socio-economic development strategies; make education and training development goals, tasks, and solutions a focus in strategies, plans, policies, programs, and development plans in various fields and prioritize resource allocation for implementation.

- Strengthen the role of comprehensive and direct leadership of the Party organization, especially the role of the head of the Party Committee in educational institutions. Do not organize school councils in public educational institutions (except for public schools with international agreements). Implement the secretary of the Party Committee and the head of the educational institution.

2. Strongly innovate institutions, create specific and outstanding mechanisms and policies for education and training development

- Focus on perfecting legal regulations to promptly remove bottlenecks and bottlenecks in institutions, mechanisms and policies; improve the quality and efficiency of law making and enforcement; promote innovation and innovation in education and training development. Promote decentralization and delegation of authority associated with resource allocation, enhance autonomy and self-responsibility of educational institutions associated with effective inspection and supervision; reduce the number of management agencies for educational institutions, ensure the principle of linking professional management responsibility with personnel and financial management, strengthen training and fostering of educational management staff in accordance with the model of local government at 2 levels. Build an open and connected education system, promote lifelong learning and build a learning society.

- Have a special and outstanding incentive policy for the teaching staff; increase the preferential allowance for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for staff, 100% for teachers in areas with special difficulties, border areas, islands, and ethnic minority areas. Develop appropriate policies to mobilize talented people outside of the teaching and training force to participate in teaching and training in educational institutions; implement a co-curricular lecturer regime for talented people working at public service units; have a mechanism to encourage the mobilization of talented people to preside over scientific research activities at educational institutions.

- Ensure full and comprehensive autonomy for higher education institutions and vocational training institutions regardless of the level of financial autonomy. Complete regulations on staffing, standards, conditions, recruitment and appointment procedures for professors, associate professors and other lecturer titles in accordance with international practices and Vietnamese practice, on that basis, assign higher education and vocational education institutions to decide and implement in accordance with the school's conditions, decide on recruitment, lecturer hiring, appointment of leadership and management positions for talented people from abroad.

- Basically innovate financial mechanisms and policies and investments in education and training. Allocate the state budget to higher education institutions and vocational training institutions based on mission, quality and efficiency according to a unified mechanism in the whole industry; prioritize orders and assign tasks to key industries and fields according to output results.

- State budget expenditure on education and training reaches at least 20% of total state budget expenditure, of which the allocation of investment expenditure accounts for at least 5% of total state budget expenditure and expenditure on higher education accounts for at least 3% of total state budget expenditure. Agree on the policy of developing and implementing a new national target program on modernization and improving the quality of education and training for the period 2026 - 2035; prioritizing investment in higher education.

- Expand preferential financial support policies and credit for learners, not allowing students to drop out of school due to financial conditions. Develop and implement a Talent Training Project, prioritizing basic science, engineering and technology. Establish a National Scholarship Fund and effectively promote other talent promotion and learning promotion funds from the state budget and other legal sources to encourage learning and educational development.

- Raising the standards of educational institutions at all levels, regulating the minimum area, standards, and standards to gradually approach the region and the world. Prioritize the allocation of clean land funds, allowing flexible conversion of land use purposes to educational land; focus on site clearance and allocation of clean land for education and training projects. No land use fees, land rent, land tax reduction for domestic educational institutions. Corporate income tax is not applied to public educational institutions and private educational institutions operating not for profit. Priority is given to reserving surplus state agency headquarters after the arrangement for educational institutions; allowing the application of the form of leasing state-owned works to private educational institutions.

- Develop strong enough mechanisms and policies to encourage organizations and enterprises to invest in developing education and training; promote public-private cooperation; expand cooperation and linkage between higher education institutions, vocational education institutions, research institutions, organizations, and enterprises at home and abroad; prioritize credit capital for education and training development projects. Build a legal framework to form a funding fund for educational institutions to raise community capital.

3. Strengthening comprehensive education on virtue, intelligence, physical strength, and aesthetics, forming a new-era value system for Vietnamese people

- Focus on perfecting the legal system, mechanisms, and policies to ensure the requirement of educating Vietnamese people about ethics, personality, and standard values in all areas of political, economic, and social life. Clearly define the role, responsibility and coordination mechanism between families, schools and society in educating Vietnamese ethics, personality and the system of standard values; promote the responsibility of state management agencies, Party committees at all levels, and local governments.

- Build and concretize the system of Vietnamese human values in the new era, integrated throughout the education program at all levels of education. Persistently build a school culture, a quality culture, learning from practice, and entrepreneurship associated with the responsibility of setting an example for the teaching staff; focus on fostering professional ethics for the teaching staff. Innovation in content and teaching methods, improving the quality and effectiveness of education on ethics, ideals, social responsibility, cultural lifestyle, historical traditions, politics, ideology, law, economy, finance, national defense and security. Implement solutions to prevent and minimize negative impacts from market mechanisms, media, and social networks. Prevent, push back, and move towards ending school violence and school drugs. Issue legal regulations to improve school nutrition and physical fitness for Vietnamese people.

4. Comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training

- Develop a data strategy to serve digital transformation and develop a national educational platform applying controlled artificial intelligence; allocate sufficient resources to invest in facilities and technology infrastructure to accelerate digital transformation, popularize and apply digital technology and artificial intelligence in management and organization of education and training activities at all levels of education nationwide.

- Build smart education platforms, smart textbooks, smart textbooks; promote the application of science and technology, artificial intelligence in innovating teaching and learning methods, testing, and evaluation; promote the application of digital education models, artificial intelligence education, smart education governance, digital schools, and smart classrooms.

- Develop a national education and human resource information system, interconnect with the labor market and employment information system and integrate scientific, technological and innovative information of educational institutions.

- Improve digital competence standards and artificial intelligence for learners and teachers at all levels of education, include in the education program associated with promoting creative and experiential activities. There are policies to encourage and mobilize businesses and higher education institutions to participate in training and educating teachers and learners on digital capacity and artificial intelligence.

5. Focus on building a team of teachers and facilities for standard schools, improving the quality of preschool and general education

- Caring for children's education from the early stages of life, preparing conditions for the implementation of universal preschool education for children from 3 to 5 years old.

- Review and perfect standards and regulations, ensure the quantity, quality, and structure of the teaching staff; arrange a sufficient number of teachers and staff according to prescribed standards; improve the quality of training and fostering the teaching staff and educational management staff; promote the implementation of preferential policies, attract excellent students to study pedagogical subjects; build public housing, create favorable conditions for teachers from far away to work.

- Focus resources on investing in building, consolidating and modernizing schools and classrooms; ensure adequate facilities and standard equipment, especially focusing on investing in practical classrooms, STEM/STEAM experience, entertainment space, and physical training environment. Complete the construction of a network of boarding schools in ethnic minority, disadvantaged and border areas before 2030; expand the university reserve training system for students of ethnic minorities and mountainous areas. Ensure that each province and city has at least one specialized educational institution up to high school level.

- Focus on ideological education, tradition, ethics, physical education, aesthetics, career guidance education, soft skills; increase the duration of science, technology, IT, art; research on bringing knowledge about digital abilities and artificial intelligence into general education programs. Review and evaluate the implementation of the General Education Program; ensure the provision of a unified set of textbooks nationwide, strive to provide free textbooks to all students by 2030. Strongly shift to modern, active educational methods, enhance self-study, creative experiences, orient students to promote independent thinking and problem-solving abilities; continue to innovate assessment and assessment methods, ensure honest assessment of learning and teaching results; synchronously implement solutions to overcome the widespread situation of extra teaching and learning.

- Innovating the model of specialized schools and talent schools to focus on nurturing national talent, expanding STEM/STEAM specialized classes. Strengthen teaching and learning foreign languages, gradually making English the second language in schools and teaching the languages of neighboring countries. Improve English standards for teachers and students at all levels; ensure sufficient quantity and qualifications of teachers, facilities and technology, strongly apply artificial intelligence in teaching and learning English; strengthen teaching of subjects in English in places with conditions.

6. Reforming and modernizing vocational education, creating a breakthrough in developing highly skilled human resources

- Focus on developing the system of vocational training institutions; arrange and reorganize existing vocational training institutions to ensure streamlining, efficiency, and meeting standards; select investment to upgrade effective facilities, prioritize modern investment in a number of high-quality colleges that meet international standards. Strongly decentralize the management of vocational training institutions to local authorities.

- Reform the vocational education model, supplement vocational secondary school level equivalent to high school level; strongly innovate training programs and methods, apply technology, quality management, ensure efficiency and substance according to international standards. Completing mechanisms and policies to promote school-enterprise linkages, enhancing training at enterprises to meet market requirements, especially vocational skills training in high-tech fields. Orders, assigning the task of training teachers and lecturers in vocational education from the state budget.

- Prioritize allocation of state budget funding for training highly skilled human resources in the fields of engineering and technology and serving national strategic and key programs and projects. Develop and implement high-quality vocational training programs for ethnic minorities in appropriate occupations.

- Have policies to attract experts and highly skilled workers to participate in teaching and instructing vocational skills. Encourage businesses to establish vocational training institutions. There is a mechanism to establish a human resource training fund for businesses, encourage businesses to support retraining and training to improve skills for the workforce.

7. Modernize, elevate higher education, create breakthroughs in developing highly qualified and talented human resources, lead research and innovation

- Urgently build a strategic framework for the development of higher education. Implement the arrangement and restructuring of higher education institutions; merge and dissolve substandard higher education institutions; eliminate intermediate levels, ensure streamlined, unified and effective governance; study the merger of research institutes with higher education institutions; strengthen state management of higher education institutions, research the transfer of some universities to local management to improve management efficiency and better meet local human resource training requirements.

- Invest in modernizing technical infrastructure, expanding development space for higher education institutions to operate effectively. Focus on investing in upgrading facilities, laboratories, building excellent training and research centers at key higher education institutions and teacher training institutions. Invest strongly and have specific and outstanding mechanisms to develop 3 to 5 elite universities according to the model of international-class research universities, training national talents. Prioritize the allocation of funding for scientific research, especially basic research associated with postgraduate training at higher education institutions.

- Encourage planning and construction of high-tech urban areas - universities; strongly promote the development of higher education institutions according to the model of innovative universities, new-generation technology universities, becoming the locomotive, core in the innovation ecosystem of regions; support the effective implementation of cooperation between State - Schools - Enterprises. There is an effective support mechanism for lecturers and learners to implement startup projects, innovate, establish start-up companies, and startup companies.

- Expand training programs and projects, develop lecturers, increase support policies for lecturers studying to improve their qualifications at home and abroad. Build a program to attract excellent lecturers from abroad with outstanding incentives.

- Strongly innovate training programs according to international standards; integrate content on data analysis and artificial intelligence, entrepreneurship and entrepreneurship. Support the expansion of talent training programs, postgraduate training combined with scientific research, innovation in basic science, engineering and technology, especially strategic technology, priority technology of industry 4.0, sectors serving key national projects. Link training activities with research, development of science, technology, innovation, national digital transformation.

- Develop a university admission innovation project in the direction of properly assessing learners' abilities, ensuring unified control of input standards of training majors, training facilities and strictly controlling output quality. Strengthen quality management associated with appropriate support policies for doctoral training, training in pedagogical majors, health, law and key majors; strictly regulate doctoral studies for cadres and civil servants.

8. Promoting extensive international cooperation and integration in education and training

- Expanding, diversifying and deepening international cooperation mechanisms in education, training and scientific research. Strengthen the application of international standards in the national education system in accordance with Vietnam's conditions and circumstances. Promote negotiations and signing of agreements and agreements on cooperation in education, training, science and technology; participate in organizations to ensure quality and develop international education. Award scholarships or have policies to encourage and support students, students, and lecturers to study, research, and visit lecturers in developed countries, countries with traditional relations, strengths in key fields and sectors, and take advantage of bilateral cooperation programs.

- Complete mechanisms and policies to effectively support higher education institutions in cooperating and linking with prestigious universities and large enterprises abroad, especially in key areas, emerging technology; encourage cooperation and linking training according to the digital education model, cross-border. Promote attracting foreign investment in the fields of higher education and vocational education; promote cooperation and linkage to establish joint training units and research institutes with Vietnamese educational institutions. Strengthen quality management, ensure cultural security, promote education of Vietnamese language, history, culture, geography and people in educational institutions and educational programs with foreign elements. Encourage and support Vietnamese educational institutions to establish branches, open representative offices or implement educational programs abroad; promote cooperation, expand teaching of Vietnamese, spread Vietnamese cultural and traditional values abroad, especially in the overseas Vietnamese community.

IV- IMPLEMENTATION ORGANIZATION

1. The National Assembly Party Committee leads and directs the review and improvement of laws on innovation, development of education and training; closely coordinates with the Government Party Committee to institutionalize into specific Resolutions on a number of policies and guidelines stated in this Resolution and allocates sufficient resources for implementation from 2025; strengthens supervision of implementation according to regulations.

2. The Government Party Committee leads and directs the development of an Action Program to implement the Resolution and urgently develop and submit to competent authorities for approval the National Target Program on modernization and improvement of the quality of education and training, to be implemented from 2026; preside over and coordinate with the National Assembly Party Committee to proactively and promptly review and decide on mechanisms, policies and solutions not specifically stated in Part III above to effectively implement the viewpoints and goals of this Resolution; select and effectively implement a number of contents from the 2025-2026 school year.

3. The Party Committee of the Fatherland Front and central organizations lead and direct the development of programs and plans to guide and mobilize the People to implement the Resolution, promote the role of supervision, social criticism, and participate in the development of laws and policies on innovation and development of education and training.

4. The Central Propaganda and Mass Mobilization Committee shall preside over and coordinate with relevant agencies to disseminate and propagate the contents of the Resolution.

5. Provincial and municipal Party committees lead and direct the dissemination and serious implementation of the Resolution, ensuring adequate investment resources for education and training, and strengthening inspection and supervision of the implementation of the Resolution in localities.

6. The Government Party Committee presides over and coordinates with the Central Policy and Strategy Committee, the Central Propaganda and Mass Mobilization Committee, and the Central Party Office to monitor and evaluate the results of the implementation of the Resolution and report to the Politburo for direction.
