Resolution No. 71 of the Politburo clearly states that in the process of developing the country, our Party and State always consider education and training, along with science and technology, as the top national policy. Many major policies and guidelines have been issued, promoting innovation and strong development in education and training, achieving important results. Vietnam is among the 21 countries that are early to achieve the United Nations' Sustainable Development Goals for quality education by 2030.
However, education and training still face many difficulties and limitations, and has not really become a key driving force for the country's breakthrough development. Education access is still low compared to developed countries; there are major differences between regions and target groups. The team of teachers, facilities, and schools in many places do not meet the requirements.
The university and vocational education system is developing in a disjointed and backward manner, not meeting the requirements of training high-quality human resources and scientific research, especially in some key sectors and fields. Negative phenomena, formal diseases in education are still common...
In the context of profound and comprehensive changes in the world, especially digital technology and artificial intelligence reshaping the education sector on a global scale, each country must redefine a new vision and strategy for the education system in the future.
From the above situation, the Politburo requested to focus on thoroughly grasping and implementing the contents resolutely, synchronously and effectively.
In particular, regarding the guiding viewpoint, the Politburo clearly stated that it is necessary to have a deep, complete awareness and consistently implement the viewpoint that education and training is the top national policy, deciding the future of the nation.
Developing education and training is the responsibility of the Party, the State and the entire people. The State plays a role in strategic orientation, creating development, ensuring resources and fairness in education; ensuring enough schools, classes, and teachers to meet the learning needs of the people. The whole society is responsible for caring for, contributing resources and supervising educational development.
Promote the tradition of studiousness of the nation, build a learning society, strongly arouse emulation movements among the people and in the whole society in studying, self-study, continuous learning, lifelong learning for the rapid and sustainable development of the country, for the future of the nation.
Closely coordinate between families, schools and society in education and training. Students are the center, the subject of the education and training process; schools are the foundation, teachers are the driving force, deciding the quality of education and training. Implement the motto "teacher to teacher, students to task" in all aspects of ethics, personality, and knowledge; resolutely correct negative aspects in education, respect teachers, and honor teachers in society.
Education ensures harmony between the people and the elite, comprehensiveness and in-depthness, nationwide and globally. Develop education on the basis of culture, traditional national values, while absorbing the quintessence of humanity, international standards; educate and train Vietnamese citizens to become global citizens.
Education and training must ensure "learning goes hand in hand", "theory is associated with practice", "school is associated with society". Preschool and general education is the foundation for forming personality, developing the qualities and abilities of learners. Vocational education plays a key role in developing a highly skilled workforce. Higher education is the core to developing highly qualified and talented human resources, promoting the development of science, technology and innovation.
Breakthroughs in education and training development must start from innovation in thinking, awareness and institutions. Create breakthroughs in resources, motivation and new space for education and training development, improve quality; ensure the State plays a leading role, take public investment as a leader, attract social resources for comprehensive modernization of the national education system.
Public education is a pillar, non-public education is an important component of the national education system; building an open and connected education system, ensuring fair and equal learning opportunities for everyone, meeting social needs, promoting lifelong learning.
