The information was given at the Workshop to collect opinions on the development of a Government Decree amending and supplementing a number of articles of Decree 04/2021/ND-CP and 127/2021/ND-CP regulating administrative sanctions in the field of education organized by the Ministry of Education and Training (MOET) in Ho Chi Minh City on May 16.

In the locality, the Department Inspectorate also ended the operation to merge and transfer the inspection function to the Provincial Inspectorate.
Ministries no longer have inspection agencies and departments will carry out inspection tasks within the scope of state management. For schools, there is no longer an inspection department but only internal inspection tasks.
Prior to this information, representatives of the Department of Education and Training of Binh Phuoc Province - attending the seminar, expressing concerns about the process of making a sanctioning record of specialized inspection teams, and suggesting the Ministry of Education and Training to have specific instructions on this issue as well as the arrangement and organization after the inspection department at the working units.
Also at the workshop, Dr. Quach Thanh Hai - Vice Principal of Ho Chi Minh City University of Technical Education expressed concerns about the regulations on penalties if universities recruit more than 3% of the target.
Dr. Quach Thanh Hai said that his own unit has just been fined for this regulation. "Calculating a virtual ratio is very difficult. There are majors that are difficult to admit, we only target 20 students, but sometimes we recruit more students to prevent candidates from not entering school, which is a violation," Mr. Hai shared.
From that reality, Mr. Hai suggested that there should be adjustments in regulations related to violations in enrollment activities, in order to remove difficulties for training institutions.

Deputy Minister Nguyen Van Phuc said that there is information that he has sanctioned violations related to recruiting more than 3% to more than 100 schools. With a large number of violations, Deputy Minister Nguyen Van Phuc said that schools must review the regulations to see if they are suitable. At the same time, he requested that schools give their opinions so that the Ministry has a basis to propose changes.
The Deputy Minister gave an example: "If the industry recruits a large number of candidates, exceeding 3%, it is a significant number, but if it only meets about 20 targets, exceeding 2 candidates is up to 10%. Therefore, it needs to be reviewed to suit reality".
