Hai Phong City currently has 1,608 educational institutions, with more than 1.05 million students. Educational facilities are being invested in towards standardization and modernization, the construction of national standard schools continues to be maintained with the rate of public schools meeting national standards reaching 76.9%. 100% of primary schools, 51% of secondary schools and 70% of high schools are eligible to organize teaching sessions/day. The city has maintained students winning prizes in international competitions for more than 30 years (in the 2020-2025 term, there will be 6 international prizes in cultural subjects, 3 prizes in the Asia - Pacific region). The number of national excellent student awards is also among the top in the country. In the 2024-2025 school year alone, Hai Phong won 102 prizes at the national excellent student competition, winning more than 100 prizes at this competition for the first time and ranking 3rd in the country in terms of the number of prizes. Hai Phong is also a bright spot in building a mechanism to detect, train excellent students and treat excellent teachers, spending up to 27 billion VND/year on this work.
Hai Phong is one of the first localities to exempt tuition fees for students from preschool to high school according to Resolution No. 54/2019/NQ-HDND of the City People's Council; spending VND1,134.545 billion to implement this policy in the period of 2020-2024. Striving for 100% of schools to apply AI in teaching and learning
According to Mr. Luong Van Viet - Director of the Department of Education and Training of Hai Phong City, in the 2025-2030 term, the city's Education and Training sector identified the development of the education and training system in an open, modern, integrated direction and promoting lifelong learning as both an urgent requirement and a long-term strategy for Hai Phong to create a breakthrough in the quality of human resources.
Therefore, the industry identifies the focus as standardizing the platform; ensuring fairness in access; improving comprehensive quality; synchronous digital transformation; deep integration, thereby improving the quality, effectiveness and efficiency of education system governance. In particular, focusing on some key indicators such as completing the synchronous network planning with 100% of solid classrooms by 2030, at least 90% of public schools meeting national standards, and 3 international inter-level schools. 100% of communes/wards/having areas have achieved level 2 illiteracy; stabilize preschools 3-5 years old; maintain solid pho thong of primary and secondary schools at level 3 throughout the city. The education sector also strives to be recognized as a "Learning Community" at the provincial level and to be recognized by UNESCO to participate in the Global Learning Cities Network by 2026.
Regarding digital transformation and integration, by 2030, 100% of educational institutions in the area will be connected to a specialized data transmission network, connecting data with a national database; 100% of schools apply AI, big data analysis, IoT in management - teaching - assessment. 15 institutions implemented standard bilingual programs; at least 30% of high schools have a second foreign language; 100% of schools have foreign language clubs/international experience activities; 100% of universities and colleges have cooperation/exchange/technology exchange programs with international partners.
