Parents' representative board cannot mobilize money against regulations
The fact that the Parents' Representative Board of Nguyen Van Cu Elementary School mobilized hundreds of millions of VND under the guise of "charity" is causing controversy not only because of the large amount of money, but mainly in the way of mobilization, revenue - expenditure and the legal role of BDDPH. This is no longer a matter of goodwill or transparency, but a matter of compliance with legal regulations.
According to reports, BDDPH has developed a plan to mobilize 624 million VND for 52 classes, an average of 12 million VND/class to make roofs and clean up. Although it is affirmed to be voluntary, the method of planning at an average level has lost its voluntary nature, not in accordance with Circular 16/2018/TT-BGDDT, which strictly prohibits imposing, creating pressure or "socializing and distorting" for parents.
Meanwhile, BDDPH only has the role of coordinating, supervising, and reflecting parents' opinions, and does not have the authority to mobilize large-scale finance for investment items and maintenance of facilities. Ministry of Education and Training raises a series of obstacles regarding teacher evaluation
The Ministry of Education and Training has completed and sent to the Ministry of Justice for appraisal the draft Decree detailing a number of articles of the Law on Teachers. Currently, the assessment of teachers is being carried out in parallel according to regulations on civil servants and according to professional standards, leading to overlapping assessments, increasing administrative dossiers but management efficiency is not high.
Current regulations are still formalistic, not reflecting professional competence correctly, difficult to classify the level of task completion and not taking professional standards as the core measure. In addition, the results of professional standard assessment are not directly linked to salary ranking, promotion, reducing motivation to strive; and there are no professional standards for university and pedagogical college lecturers and principals of these blocks.
To overcome the above inadequacies, the draft Decree unifies the assessment of teachers according to professional standards as a basis for annual quality ranking.
