Parents' representative board accused of overcharging, revealing a series of signs of violation
Lao Dong Newspaper has reported on the Parents' Representative Board (BDDPH) of Nguyen Van Cu Elementary School mobilizing parents to contribute more than 600 million VND to build a roof and clean up, dividing an average of 12 million VND/class. Although BDDPH affirmed that revenue and expenditure are transparent, voluntary and in accordance with Circular 16, the specific financial planning method, divided evenly by class, has caused frustration and suspicions of overcharging.

According to Lawyer Diep Nang Binh - Head of Tinh Thong Luat Law Office (Hanoi Bar Association), sponsorship mobilization, no matter what form it is called, must still comply with Circular 16, which requires absolute voluntariness, does not stipulate the average level, and does not assign targets to classes. The introduction of total funding and even division by class has lost its voluntary nature, creating underground pressure for parents, so it is not in accordance with legal regulations.
The lawyer also argued that BDDPH does not have legal status to mobilize financial resources beyond its authority; calling parents' contributions "sponsorship from benefactors" is not true to its nature and contains signs of circumventing regulations. 20% occupational preferential allowance for school staff is low
The Ministry of Education and Training is submitting a draft Decree regulating professional preferential allowances for school staff, which proposes a level of 20% from January 1, 2026 to 2030 and increased to 30% from 2031. This is the first time this group of subjects has enjoyed preferential allowances, but many staff believe that the 20% level is too low and not in line with the spirit of Resolution 71, which stipulates a minimum level of 30%.

Many library and school office staff reflect that their current income is only from 6-8 million VND/month, life is very difficult. According to them, if they receive a 30% allowance right from 2026, their monthly income will only increase by more than 2 million VND, mainly to compensate for inflation, but more importantly, recognition for their silent contributions over the years.
In addition to the allowance level, school staff are also concerned about the lack of seniority regime and not being recognized as worthy when having to concurrently hold many jobs outside of their main tasks. They hope that the State will soon apply the 30% allowance from January 1, 2026 and issue clear regulations on seniority and concurrent work, in order to ensure benefits and create motivation for long-term attachment to the education sector.
