Is teaching linked English in public schools allowed to collect money, the Ministry of Education and Training answers
Circular 29/2024/TT-BGDDT stipulates that tutoring and extra classes in schools are not allowed to collect money and only apply to a specific group such as students who do not meet the requirements, excellent students or final year students preparing for exams. Since the circular took effect, many localities and individuals have questioned whether the fact that public schools link with centers and businesses to teach enhanced and supplementary English or with foreign teachers is considered tutoring or extra classes and whether it is allowed to collect money.

Reality shows that the understanding and application of Circular 29 between Departments of Education and Training is not uniform. Some localities allow the deployment and collection of fees for enhanced English programs in the form of linkages, while others consider this to be tutoring and extra classes, so they do not allow money collection, causing confusion for educational institutions and parents.

Schools applying by combined method in 2026 in Ho Chi Minh City
In 2026, many universities in Ho Chi Minh City simultaneously innovate admissions in the direction of comprehensively assessing candidates' abilities. Ho Chi Minh City University of Economics (UEH) applies 2 methods including direct admission and combined admission for all training programs; doubling the Math subject in the admission combination (commercial English doubling English) and adding new combinations associated with economic - legal education, informatics and foreign languages.
Schools such as Ho Chi Minh City University of Technology and Engineering, Ho Chi Minh City University of Industry, Van Lang University have also strongly switched to combined or composite admission methods, using high school graduation exam scores, transcripts, competency assessment, aptitude and competency profiles at the same time.
