3 requirements of the Ministry of Education and Training in the arrangement and merger: Complete schools, sufficient classes, sufficient teachers
The Ministry of Education and Training organizes online conferences with localities on the arrangement of the network of educational institutions in the context of implementing the two-level local government model. Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the three consistent requirements of having enough schools, classes, and teachers, considering this a fundamental principle when reviewing and arranging the preschool, general education and continuing education system.

The report of the Ministry of Education and Training shows that most localities will keep the school network intact in 2025 and develop a roadmap for arrangement after the 2025-2026 school year. The initial arrangement helps streamline focal points and rearrange teams, but there is still a risk of mechanical mergers, too fast, affecting facilities, boarding schools, boarding schools and access to education for students in disadvantaged areas.
Concluding the conference, the Permanent Deputy Minister of Education and Training affirmed that the arrangement of schools and classes is not to cut down on machinery but to take the quality of education and learning rights of students as the highest goal. student poisoning in Quang Tri: Removal of school principals and vice principals

After 40 students of Kim Thuy Primary Boarding School for Ethnic Minorities (Kim Ngan Commune, Quang Tri Province) were poisoned by food, the People's Committee of Kim Ngan Commune issued a decision to discipline Mr. Do Van My - Principal and Ms. Do Thi Hong Hue - Vice Principal of the school for violations in management and operation, leading to prolonged errors, affecting the reputation of the local education sector.
To ensure uninterrupted teaching activities, Kim Ngan Commune People's Committee assigned Mr. Tran Duy Binh - Vice Chairman of the Commune People's Committee to directly take charge of and manage the school's work while waiting for the principal's personnel to be completed according to regulations.
Previously, the boarding kitchen of the school processed braised poultry for 75 students, then 40 students showed symptoms of poisoning and had to be hospitalized. Test results determined that the dish was contaminated with toxic Bacillus cereus bacteria. Vietnam is among the countries with advanced education systems in the ASEAN bloc
On December 19, the Ministry of Education and Training held a ceremony to announce the Reference Report for the Vietnam National equation (VQF) with the ASEAN equation for qualifications (AQRF), marking an important step forward in educational integration. Vietnam's report was approved with 100% of the votes on October 24, 2025, putting Vietnam in the group of ASEAN countries that have completed the qualification framework reference such as Singapore, Malaysia, Thailand, the Philippines and Indonesia.
According to the Ministry of Education and Training, referring to VQF with AQRF opens up practical opportunities for Vietnamese learners and workers to be recognized for their qualifications, improve their ability to move and compete in the ASEAN labor market, in the context of the region promoting human resource connectivity and mutual recognition of qualifications.
To maintain and promote the results, Deputy Minister of Education and Training Nguyen Van Phuc requested to strengthen inter-sectoral coordination, and at the same time assigned the Department of Higher Education to study the establishment of a National Committee on qualifications management and international references, as a focal point for linking with AQRF, updating qualifications data, monitoring progress and promoting the signing of agreements to recognize degrees with other countries.
