Mr. Dang Van Huan - Deputy Director of the Department of Higher Education, Ministry of Education and Training (MOET) said that this Reference Report is not only a commitment from the policy level but also opens up practical opportunities for Vietnamese learners and workers to be recognized for their qualifications, improve mobility and competitiveness in the ASEAN labor market.
In the context of ASEAN increasing human resource connectivity, promoting skilled labor movement and mutual recognition of qualifications, referring the national qualifications framework to the ASEAN qualifications framework is important for the sustainable development of Vietnam's Education and Training.
"Vietnam's national report, approved with a 100% vote rate on October 24, 2025, has officially put Vietnam in the group of countries with advanced education systems in the ASEAN bloc that have completed the reference such as Singapore, Malaysia Thailand, the Philippines and Indonesia" - Mr. Huan informed.
Speaking at the ceremony, Deputy Minister of Education and Training Nguyen Van Phuc emphasized that this is an event of strategic significance marking an important step forward and a clear demonstration of Vietnam's extensive education integration process.

The event becomes especially important as we are thoroughly implementing Resolution 71/NQ/TW of the Politburo on breakthroughs in education and training development.
Deputy Minister Nguyen Van Phuc said that the journey to build and protect reference reports has been launched since 2020 according to the Prime Minister's decision, demonstrating Vietnam's strong determination in improving the quality of human resources and transparency of the national education system.
However, to realize and sustainably maintain this result, Deputy Minister of Education and Training Nguyen Van Phuc assigned the Department of Higher Education to preside over and coordinate with relevant units to study the necessity and feasibility to build a National Committee on qualifications management and international references. This will be the focal agency to maintain regular contact with the AQRF Secretariat and coordinate national-level data.

The Deputy Minister also requested close inter-sectoral coordination, in which units under the Ministry of Education and Training, including: Higher Education, the Department of International Cooperation, the Department of Quality Management, the Department of Vocational Education and Continuing Education, need to work closely with ministries and branches such as the Ministry of Home Affairs, the Ministry of Foreign Affairs, the Ministry of Industry and Trade and the Ministry of Finance.
The full participation of stakeholders is a testament to the transparency of the reference report.
The Department of Higher Education, as the focal unit, must preside over research and regularly update the activities of the Regional Reference Committee, monitor progress and criteria; at the same time, actively promote the signing of agreements to recognize diplomas (MRAs) with countries to realize the benefits of this reference report.
