At the conference summarizing the work of the 2021-2025 term, the Ministry of Education and Training said that it had achieved many outstanding results in perfecting institutions and arranging the organizational structure. In 2025 alone, the Ministry submitted and promulgated 77 documents; especially advising on the promulgation of Resolution 71-NQ/TW on breakthroughs in education and training development. Many important laws such as the Law on Teachers and amended laws on education were also passed, contributing to completing the legal corridor for the entire education sector.
The Ministry of Education and Training has streamlined the apparatus towards effectiveness and efficiency. After the arrangement, the Ministry reduced 6 administrative organizations compared to 2024, to 65 public non-business units directly under it. The number of people working and receiving salaries from the state budget decreased to 21,096 people, equivalent to a decrease of 12.3% compared to 2021.
In the period 2021-2025, the quality of education continues to be improved, spearhead education affirms its position, higher education and vocational training are in positive development, STEM industries are growing strongly, digital transformation and AI application are accelerating. The Ministry of Education and Training is seeking opinions on the draft Decree detailing the Law on Vocational Education, which proposes a heavy, hazardous, and dangerous allowance regime for teachers teaching practicality at public vocational education institutions. The subjects of application are teachers teaching practicality or combining theory - practice in practice rooms, workshops, or in enterprises, belonging to industries and professions with dangerous elements.

The draft identifies 4 groups of factors as the basis for enjoying allowances, including: exposure to toxins or easily infectious environments; working in harsh pressure and temperature conditions; environments with noise and vibration exceeding standards; and environments with radiation, radiation or electromagnetic field exceeding the permissible level. With just one or more factors, teachers are eligible to consider enjoying allowances with 4 coefficients from 0.1 to 0.4 depending on the number of hazardous factors. See more...
Ho Chi Minh City simultaneously restricts students from using phones during recess
From January 2026, educational institutions in Ho Chi Minh City will implement a plan to build a healthy school environment, limiting students from using phones and electronic devices during recess. The Ho Chi Minh City Department of Education and Training requests schools to fully propagate to teachers, students and parents; and survey students' needs to develop plans to organize activities suitable to actual conditions.
Playtime activities are designed in 3 groups: physical activities such as sports, games, arts; static activities such as reading books, playing chess, painting, living in green spaces; and using controlled electronic devices for study purposes or group activities, with the permission of teachers.
