According to reporters of Lao Dong Newspaper, the Thach Ha urban infrastructure improvement sub-project in Thach Ha commune and the Huong Khe urban infrastructure improvement sub-project (Huong Khe commune) are currently under construction, and prolonged construction has caused many consequences.
People want the project to accelerate construction to reduce the impact on travel and living.
The Thach Ha urban infrastructure improvement sub-project was previously invested by Thach Ha District People's Committee (old), now invested by the Provincial Civil and Infrastructure Construction Investment Project Management Board.

The project was started at the end of December 2023 with a total investment of more than 851 billion VND. According to the initial schedule, by the end of 2024, the project had to complete construction and installation, but was later delayed.
Currently, the project has been approved by the Ha Tinh Provincial People's Committee for adjustment, extending the time to December 2026.
Along with the slow progress, the project has adjusted capital increases twice. On December 13, 2024, the Ha Tinh Provincial People's Council issued Resolution No. 209 adjusting the investment policy of the Thach Ha urban infrastructure improvement sub-project from more than 851 billion VND to more than 911 billion VND.
The above-mentioned Resolution also adjusted the Huong Khe Urban Infrastructure Improvement Sub-project (former Huong Khe district) from more than 709 billion VND to more than 781 billion VND.
Most recently, on May 8, 2025, Ha Tinh Provincial People's Committee issued Decision No. 1164 adjusting the capital increase for the Thach Ha Urban Infrastructure Improvement Sub-project from more than VND 911 billion to more than VND 986 billion (an increase of VND 75 billion).
This decision also adjusted the capital increase for the Huong Khe Urban Infrastructure Improvement Sub-project from more than 781 billion VND to more than 828 billion VND (an increase of more than 47 billion VND).

According to Mr. Nguyen Quang Linh - Director of the Project Management Board for Investment in Construction of Civil Works and Infrastructure in Ha Tinh province, the fact that the locality has not completed the handover of land to the Thach Ha Urban Infrastructure Improvement Sub-project and the Huong Khe Urban Infrastructure Improvement Sub-project makes the project completion progress more pressured, because the entire project must be completed by December 2026.
The Ham Nghi road project is extended with a total investment of 575 billion VND, with a length of 3.3 km with the starting point connecting National Highway 1 bypass through Thach Dai commune (now Ha Huy Tap ward), the ending point connecting to the National Highway 8C branch through Thach Xuan commune.
According to the previous approval, the project must be completed and handed over in 2024. However, due to site clearance problems and slow progress, Ha Tinh Provincial People's Committee has extended the deadline to December 31, 2026.
Recently, the Provincial People's Committee issued Decision No. 1422 approving the adjustment of capital sources, increasing the total investment of the project from more than 575 billion VND to more than 630 billion VND (an increase of 55 billion VND).

The eastern ring road project of Ha Tinh city (old) has a total investment of nearly 1,000 billion VND, passing through Thanh Sen and Tran Phu wards. The project is invested by the Ha Tinh Provincial Traffic Construction and Urban Development Investment Project Management Board. Also due to problems in site clearance, this project is behind schedule.
Mr. Nguyen Danh Phong - Deputy Director of the Project Management Board for Investment in Construction of Transport Works and Urban Development of Ha Tinh province said that the eastern ring road project of Ha Tinh city (old) was started in 2022. Previously, the project was assigned to be completed by the end of 2025, but due to many difficulties and obstacles in site clearance, it has now been extended to 2027.

Faced with the situation that many projects are behind schedule, Ha Tinh Provincial People's Committee has just issued a document urging to departments, agencies, and branches at the provincial level; People's Committees of communes and wards; project management boards, investors, and investors with the requirement to strengthen management and accelerate the progress of projects, especially large and key projects.
The Provincial People's Committee directed that, for projects with prolonged delays, agencies and units assigned to monitor and manage should proactively review and clarify the causes and responsibilities of relevant organizations and individuals.
Heads of agencies, units, and localities are responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if delays occur due to subjective reasons, irresponsibility, avoidance, shirking, or failure to promptly advise on handling contents under their authority.
