Implementing Official Dispatch 777/TTg-TCCV of the Government and Official Dispatch 4054/BGDĐT-GDPT of the Ministry of Education and Training on arranging the network of educational institutions, localities are currently developing plans to reorganize schools according to the scale appropriate to the new administrative units after merging communes and wards.

Along with arranging schools, the arrangement of personnel, especially redundant personnel, is a content that is of particular concern, including school staff such as accountants, clerical staff, school health workers, cashiers, librarians, equipment...

According to the Department of Teachers and Educational Administrators, Ministry of Education and Training, there are currently about 246,800 school staff (95,600 permanent staff, 151,200 contracts) working in kindergartens, elementary schools, junior high schools, and high schools, belonging to the group of specialized and professional civil servants used in common according to the job position list.

Including school health workers (about 21,000 people), accountants (nearly 36,000 people), clerical staff (more than 16,000 people), libraries (nearly 17,000 people), laboratory equipment (equivalent to 21,500 people) and about 135,300 people who are clerical staff, cashiers, office administrators (information technology techniques), and supporting education for people with disabilities.

This is a team that suffers many disadvantages because of low salaries and allowances, and a large workload. Until 2026, school staff will only receive a 20% allowance.

In documents and guidelines related to the arrangement of the school network, the Ministry of Education and Training has requested the People's Committees of provinces and cities to be responsible for developing organizational plans, arranging and using staff suitable for job positions, the number of people assigned to work as well as the actual conditions in the locality.

Among the localities that have announced plans to review and arrange schools, Hanoi currently has a detailed plan for arranging this team.

Accordingly, the Hanoi People's Committee (UBND) has just issued a document on personnel arrangement when arranging public non-business units in the field of education under the management authority of the Department of Education and Training (GDĐT) and the Commune-level People's Committee.

For school staff and contract workers, positions of library staff, laboratory and medical equipment continue to be arranged at the main school and school sites as before the arrangement to ensure the maintenance of the quality of teaching and education activities.

For accounting and clerical positions, each new school after arrangement will be allocated a maximum of 2 accounting staff and 1 clerical staff. The surplus staff will be retained for handover and finalization until December 30, 2026.

With this organizational method, after schools are arranged, the model of each school point or each old school having enough accountants, clerks, and cashiers will no longer be maintained as before.

Talking to Lao Dong about school arrangement, Ms. Nguyen Thi Viet Nga - Deputy Head of the National Assembly Delegation in charge of Hai Phong City, Member of the National Assembly's Committee for Culture and Society - said that it is necessary to soon develop a set of comprehensive impact assessment criteria, including at least four key groups of issues.

The first group is the right to access education for students. It is necessary to specifically assess the distance, time and level of safety on the way to school; travel costs; the ability to organize semi-boarding, pick-up and drop-off; the risk of students dropping out of school or not going to class fully. Special attention must be paid to preschool children, primary school students, students with disabilities, students from poor households, students in mountainous areas, islands and difficult traffic areas.

The second group are conditions to ensure the quality of education. It is necessary to monitor class size, classroom area, functional rooms, toilets, clean water, teaching equipment, digital infrastructure, semi-boarding conditions; teacher ratio per class and teacher structure by subject. It is impossible to let after the merger, schools become overloaded, classrooms are too crowded, teachers have to move continuously, or students study in facilities that are not safe.

The third group is the legitimate rights and interests of the team. It is necessary to publicize the criteria for arranging management officials, teachers, and staff; ensure the correct job position, capacity, expertise, circumstances and legitimate aspirations; fully implement salary and allowance regimes, reserve positions and policies for those affected. All decisions related to personnel must be transparent, have dialogue and a mechanism to resolve recommendations.

The fourth group is the efficiency of management and use of resources. It is necessary to assess whether the post-arrangement apparatus really reduces intermediaries or only combines names; is the responsibility of principals and heads of branches clear; are assets, land, budget and data managed uniformly and effectively.
