The Ministry of Education responds to voters' recommendations on seniority allowances for teachers
Voters in Dak Lak province recommended that the Ministry of Education and Training consider seniority allowance policies for teachers who retired before December 2010, because this group is not entitled to allowances according to Decree 54/2011/ND-CP, despite having made many contributions during the resistance and subsidy periods. Many opinions say that their current pension is very low, and there needs to be a support policy to ensure fairness among generations of teachers.
The Ministry of Education and Training said that Decree 54/2011/ND-CP only applies to teachers who are teaching at public institutions and are counted from May 1, 2011, so those who retired before December 2010 are not eligible for seniority allowances according to this regulation.
However, Decree 14/2020/ND-CP has been issued by the Government to support retired teachers who have not yet received seniority allowances, applicable to those who retire from January 1, 1994 to May 31, 2011 when they are still directly teaching and educating at public institutions. Principals of primary schools in Quang Tri speak out about the collection to support facilities
Many parents of Thuan Duc Primary and Secondary School (Dong Son Ward, Quang Tri Province) have reported on some fees collected at the beginning of the 2025-2026 school year, such as parking fees, restroom fees, school security fees and especially the amount of 200,000 VND/student in facilities, saying that some contents are unclear and may coincide with the collection ban regulations under Circular 55/2011/TT-BGDDT.

The Ministry of Education and Training (MOET) is seeking opinions on a draft amendment to the decree on administrative sanctions in the field of education, notably proposing a fine of 5-10 million VND for students who insult the honor and dignity of teachers, and violate the body of teachers but not to the extent of criminal prosecution. In addition, violators must also publicly apologize, unless the victim does not request.

This proposal caused a lot of controversy, especially because students are unincome, so if they were fined, parents would be responsible.
