Accordingly, in the meeting with voters after the 9th session of the 15th National Assembly, voters reported that many teachers who retired before December 2010 were not entitled to seniority allowances according to Decree No. 54/2011/ND-CP, while this is a force that has made many contributions throughout the resistance war and the subsidy period.

Currently, the pension level of this group of subjects is very low; the Ministry of Education and Training (MOET) is requested to study and consider a policy to support the addition of seniority allowances to ensure fairness for generations of teachers.
Regarding this issue, the Ministry of Education and Training responded specifically as follows:
Decree No. 54/2011/ND-CP dated July 4, 2011 of the Government on seniority allowances for teachers is applied to teachers who are teaching and educating at public educational institutions and is calculated from May 1, 2011.
Therefore, teachers who retired before December 2010 are not eligible and are not entitled to seniority allowances for teachers according to Decree No. 54/2011/ND-CР.
On January 24, 2020, the Government issued Decree No. 14/2020/ND-CP stipulating the subsidy regime for retired teachers who have not yet received seniority allowances in their pensions. In which, the subjects of application are:
Teachers are teachers, lecturers, caregivers, principals, vice principals, kindergarten supervisors, deputy heads of kindergartens, directors, deputy directors, heads of departments, heads of departments, deputy heads of departments, heads of departments, deputy heads of departments, retirees who are directly teaching, educating, guiding practice or waiting for retirement age to receive pension and reserve social insurance payment period to receive pension during the period from January 1, 1994 to May 31, 2011 at public educational institutions.
Thus, teachers who retired before December 2010 are not eligible for seniority allowances according to Decree No. 54/2011/ND-CP dated July 4, 2011 but are eligible for allowances according to the provisions of Decree No. 14/2020/ND-CP of the Government.
