Recently, many parents with children studying at a kindergarten in Ha Trung commune (Thanh Hoa province) expressed their anger when receiving a notice from the homeroom teacher about implementing fees at the beginning of the school year, because they thought that some fees were unreasonable.

According to parents' feedback, at the parent meeting on September 30, homeroom teachers of grades 4 and 5 announced 13 contributions with a total amount of nearly 4 million VND/student.
Notably, among these 13 items, there are many items that are not included in regulations, such as: electricity and air conditioning fee of 100,000 VND, cleaning fee of 180,000 VND, air conditioning fee of 200,000 VND, hiring gardeners of 150,000 VND, school supplies of 510,000 VND, making school name plates of 250,000 VND...
Every year, we see many unreasonable collections such as air conditioners, cleaning fees, school supplies... with the amount of up to millions of VND, making parents very tired, especially those in difficult circumstances - a parent (name changed) shared.
After receiving the feedback, the People's Committee of Ha Trung commune issued a document requesting Ha Trung Kindergarten to explain and immediately stop collecting.

The Chairman of the Commune People's Committee requested the Principal of Ha Trung Kindergarten to report and explain the contents reflected by parents; immediately stop collecting fees at the beginning of the school year. At the same time, strictly implement the fees and expenses according to instructions, strictly prohibit collecting fees that are not in accordance with regulations; only organize parent meetings for the whole school after the plan to implement the fees for the 2025-2026 school year is approved by the Commune People's Committee; review and learn from experience in the process of performing tasks.
According to the explanation of Ha Trung Kindergarten, the reason for the incident is that some parents have not clearly distinguished between the prescribed fees and the voluntary socialization fees, leading to misunderstandings that the school is required to collect all 13 fees for a total of nearly 4 million VND/year.
In addition, the dissemination and explanation of the school and teachers is still limited, not clarifying the responsibility between the school and the Parents' Representative Board.
Regarding remedial measures, Ha Trung Kindergarten said it will review all fees and organize parent meetings to clearly implement them, committing not to collect any fees outside of the regulations of the Department of Education and Training.
