According to regulations, from the 2025-2026 school year, tuition and tuition fees are 2 items that schools are not allowed to collect from students.
On February 28, the Politburo decided to exempt all tuition fees for students from preschool to high school in public schools nationwide. The implementation time is from the beginning of the new school year 2025-2026.
Thus, from September this year, parents will no longer have to pay tuition fees for their children.
In addition, according to the new regulations on extra teaching and learning in Circular 29 of the Ministry of Education and Training, schools are only allowed to teach extra classes to 3 groups of subjects: disadvantaged students, excellent students and final year students and are not allowed to collect money from students and parents.

However, in addition to tuition fees, educational institutions are allowed to collect the following fees: Uniforms; health insurance and other fees.
Other fees collected by agreement between schools and parents in each locality, or collected according to the Resolution of the People's Council of each province/city, include: food expenses, boarding care, boarding equipment, class fund, school supplies for preschool children, drinking water.
Thus, air conditioning fees are not a mandatory fee but are based on the actual needs of students. This is the separate amount collected according to the agreement between the school and parents.
In Ho Chi Minh City alone, the Department of Education and Training has issued regulations on 9 fees collected at the beginning of the 2025 - 2026 school year.
Regarding the air conditioning fee, the Department of Education and Training stipulates that the fee for "Cold air conditioning services of air conditioning classrooms for classes that need air conditioners but do not have air conditioners, have to rent them" for educational institutions is based on the actual facilities at the unit and the needs of parents for air conditioning, the unit price for service provision to calculate the specific fee but must not exceed the prescribed fee.
"The rental of air conditioners must have the consent of parents and be done in accordance with the provisions of law" - the Department stated.
