Instructions on recovering overtime pay for teachers who have quit their jobs
Ms. T.T. H (Lao Cai) was formerly a teacher at the Ethnic Minority Boarding Primary School, working from December 2013 to December 2023 (10 years 1 month), then quit her job according to personal wishes.
In the 2022–2023 school year, Ms. T.H taught beyond the prescribed norms but did not receive payment for overtime teaching.
Ms. T.H asked, if she has quit her job, is she entitled to recover the overtime teaching fee if it is proven that the teaching time exceeds the norm? Who is responsible for the omission of her rights and is there any policy or guidance to protect the rights of teachers in similar cases?
Regarding this issue, the Ministry of Education and Training said that the overtime teaching salary payment regime in the 2022-2023 school year, 2023-2024 school year is implemented according to Joint Circular No. 07/2013/TTLT-BGDĐT-BNV-BTC dated March 8, 2013 of the Minister of Education and Training, the Minister of Home Affairs and the Minister of Finance guiding the implementation of the overtime teaching salary payment regime for teachers in public educational institutions.
According to the provisions of Clause 5, Article 3 of Joint Circular No. 07/2013/TTLT-BGDĐT-BNV-BTC, public educational institutions shall base on the specific conditions of each unit to carry out payment or advance of overtime teaching salary per month or per semester to suit. See more...

Dong Thap invests more than 4,700 billion VND to universalize preschool education
On June 29, the Office of the People's Committee of Dong Thap province said that Vice Chairman of the Provincial People's Committee Huynh Minh Tuan has just signed and issued a plan to implement Decree No. 277/2025/ND-CP dated October 20, 2025 of the Government on universalizing preschool education for children aged 3 to 5 years old, period 2026 - 2030 in Dong Thap province. The plan aims to mobilize resources so that all children of school age can go to school, and at the same time improve the quality of nurturing, care and education of children right from the first grade level.

Ca Mau lacks more than 1,300 teachers
On June 29, the Department of Education and Training of Ca Mau province said that the entire sector currently has 24,223 civil servants, including 1,637 management officials, 20,648 teachers and 1,938 employees.
According to the norms of the Ministry of Education and Training, in the 2026-2027 school year, the whole province is still short of teachers by about 1,309 people. In which, preschool level is short of 251 teachers, primary school is short of 392 teachers, secondary school is short of 227 teachers and high school is short of 439 teachers.

The main reason is that the scale of students continues to increase, generating demand for teachers; the implementation of the 2018 General Education Program increases the demand for teachers in some subjects.
