On September 30, Hanoi experienced prolonged heavy rain due to the influence of storm No. 10 Bualoi, causing widespread flooding. Storm No. 10 Bualoi causes hundreds of billions of VND in damage to the education sector
Storm No. 10 Bualoi has caused severe damage to the education sector, affecting more than 1,000 educational institutions in many provinces and cities with a total damage of hundreds of billions of VND. The Ministry of Education and Training has issued 3 consecutive telegrams, established an online information group and directed localities to be on duty 24/4, both overcoming the consequences of storm No. 9 and proactively responding to storm No. 10.

In many localities, the damage situation was serious: Thua Thien Hue had 134 schools affected (losing 1.1 billion VND), Ha Tinh 412 schools (losing 428.95 billion VND), Nghe An 483 schools (losing nearly 300 billion VND), Quang Tri many schools had their roofs blown off and walls collapsed. Thanh Hoa also recorded 30 educational institutions affected. The Department of Education and Training of Ho Chi Minh City has just sent a document to the People's Committee of Ben Thanh Ward regarding parents' complaints about the collection not in accordance with regulations at Le Ngoc Han Primary School.

After verification, the Parents' Representative Board of the second grade of the school has issued a tax and expenditure plan table, which includes the content "if the network system for the class is installed". This content is not in accordance with the provisions of Circular 55/2011/TT-BGDDT, causing frustration among parents and creating bad public opinion, affecting the reputation of the school and the education sector.
From the incident, the Department of Education and Training of Ho Chi Minh City requested the People's Committee of Ben Thanh Ward to review the responsibility of the Principal of Le Ngoc Han Primary School, and at the same time direct the review and rectification of all educational institutions in the area to promptly handle the situation, avoiding repeating similar situations.
