The Ministry of Education and Training (MOET) has just sent a report to the Prime Minister on the direction and organization of response and overcoming the consequences of storm Bualoi in the education and training sector.
According to the report, while Typhoon Ragasa (Typhoon No. 9.9) has not dissipated, Typhoon Bualoi continues to form and become the 10th typhoon in 2025, directly threatening many provinces and cities.
To minimize damage and ensure safety for students, teachers and facilities in the education sector, the Minister of Education and Training has issued 3 consecutive dispatches: Official Dispatch No. 1595/CD-BGD&DT dated September 22, 2025 on proactive response to storm No. 9; Official Dispatch No. 1638/CD-BGD&D dated September 25, 2025 on strengthening response to storm No. 9, ready to respond to storm No. 10; Official Dispatch No. 1650/CD-BGD&DT dated September 29, 2025 on proactive response to storm No. 10.
The Ministry of Education and Training has established an online information group with representatives of the Departments of Education and Training of affected areas to update, exchange regularly, promptly grasp the situation and direct. Localities seriously implement the 24/24 on-duty regime, both focusing on overcoming the consequences of storm No. 9 and proactively responding to storm No. 10.
The Ministry of Education and Training has been continuing to direct the Departments of Education and Training to closely monitor the storm developments, report damage, and focus on overcoming the consequences to soon stabilize teaching and learning.
According to reports from the Department of Education and Training of some localities, up to now, fortunately there have been no human casualties. However, initial damage to facilities in some localities shows the serious impact of storm No. 10 on educational institutions.
In Thua Thien Hue, 134 schools were affected, with estimated damage of about 1.1 billion VND; some low-lying schools had to temporarily close.
In Quang Tri, many schools had their roofs blown off, walls collapsed, and equipment damaged; students in the whole province were absent from school to ensure safety.
In Ha Tinh, 412 educational institutions were affected, with a total damage of about VND 428.95 billion; students in the whole province were absent from school.
In Nghe An, 483 educational institutions were affected, causing damage of nearly 300 billion VND; students in the whole province stay home from school to ensure safety.

In Thanh Hoa, 30 educational institutions affected and damaged are being counted, students are off school on September 29: The following days are proactively decided by the educational institution according to weather developments.
Currently, the Ministry of Education and Training is continuing to direct and urge the Departments of Education and Training to update and send reports on the damage to the Ministry's Command Committee for synthesis.
In Hanoi alone, on September 30, due to the impact of storm No. 10, the city was flooded widely, a series of schools informed parents to pick up their children early, but traffic was chaotic, many roads were deeply flooded, many students took 8 or 9 hours to get home.
Co Nhue 2 Secondary School, Dong Ngac Ward, had to ask the military to use a specialized vehicle to transport students to a dry place for parents to pick up their children at noon.
Meanwhile, many non-public schools such as Nguyen Binh Khiem, Marie Curie, Da Tri Tue, Luong The Vinh, Nguyen Tat Thanh, Le Quy Don, ... organize tours or give students free dinner, making plans for them to stay in school.
The Hanoi Department of Education and Training requires schools to strictly manage students and provide them with drinking water and food when they are at school. At the same time, the school is not allowed to organize extracurricular activities or collective activities in areas at risk of flooding and landslides. After organizing teaching and learning again, schools proactively cleaned up, overcame the consequences, ensured clean premises, and prevented the spread of epidemics.
Today, October 1, about 2.3 million students from preschool to high school in Hanoi have a day off from school due to heavy rain, difficulty in traveling, many streets are still flooded.
