On October 1, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a Government meeting to assess the situation after 3 months of implementing the two-level local government.
According to the Prime Minister, after 3 months of implementation (from July 1), the local government apparatus at both levels has basically improved its organization and personnel, operating relatively smoothly, synchronously, without interruption, ensuring better and better service to the people.
Administrative reform and digital transformation have achieved many positive results with over 7 million online records processed, the on-duty rate reached over 91%, more than 3,100 commune-level public administrative centers have been put into operation.
The arrangement of headquarters and public assets has been seriously implemented, saving the budget, many facilities have been converted to serve the community; the people agree and support the major policies of the Party and State.
However, the Prime Minister stated that the implementation process still has many problems and shortcomings, such as the situation of surplus and shortage of cadres and civil servants.
In some places, the number of jobs is not suitable for the number of cadres, areas with strong socio-economic development have a situation of overloaded work, many jobs but the policies are not suitable.
The staff in many places are still limited in management capacity, legal capacity, professional capacity, digital transformation capacity, and creativity.
Some guiding documents are still slow, especially in the fields of finance - accounting, land, and education. Many places have difficulties in infrastructure, resources, and travel; online public service systems are still inadequate, data is not yet synchronous; policies for employers have not been completely resolved; people in some areas have not yet adapted to the new procedures.
The Prime Minister suggested that the delegates focus on discussing solutions to immediately remove existing problems.
In particular, regarding institutions and policies, according to the Prime Minister, up to now, many areas have not had specific instructions, causing localities to be confused in implementation, why, whose responsibility, and what progress commitments are there?
"We cannot let the situation of "waiting for documents" stall the apparatus" - the Prime Minister emphasized.
Regarding policy settlement, the Prime Minister questioned why, after many documents and instructions from the Party and the Government, there are still 31,000 people who have not been paid for their benefits. Therefore, the Prime Minister requested to clarify the cause and propose a way to completely resolve this issue, to be completely completed before October 15, 2025.
Carefully and accurately assess the current situation and propose solutions to solve the situation of surplus and shortage of cadres and civil servants.
At the same time, thoroughly remove obstacles related to facilities, information technology infrastructure, and online public service systems. Continue to assess the feasibility of implementing the task of decentralization, delegation, and division of authority to the grassroots according to the direction of the Politburo and the Secretariat.
Regarding administrative reform, the Prime Minister said that many interconnected procedures have not been operating smoothly, such as procedures for not having borders in the fields of land, construction, civil status, and insurance.
Requesting delegates to propose solutions to simplify the process, not allowing people to travel many times, causing frustration, as General Secretary To Lam emphasized: "As long as people continue to sing, the government will not operate effectively".
In particular, the Prime Minister emphasized the need to further promote the role of the grassroots level in creating development.
