Circular No. 26/2026/TT-BGDĐT (Circular No. 26), aims to detail and concretize the provisions of the Law on Teachers. The Circular takes effect from the date of signing.
Circular No. 26 inherits the contents specified in Circular No. 40/2020/TT-BGDĐT regulating codes, professional title standards, appointments and salary rankings for teaching officials in public higher education institutions; ensuring consistency and synchronization with relevant current legal documents; in accordance with the Party's guidelines, policies, and the State's laws.

Top high schools in Ho Chi Minh City with the highest competition ratio last year
The competition ratio is a common term to indicate the level of competition when enrolling. This index is calculated by the number of candidates registering for nguyện vọng 1 divided by the total enrollment quota of the school.
For example, a ratio of 1/4 means that for every 4 students registering, only 1 student is admitted. This is an important basis for students and parents to consider and adjust their aspirations before the exam.
Statistics from Lao Dong show that in recent years, the competition ratio of each high school in Ho Chi Minh City (region 1 - Ho Chi Minh City before merger) has always had significant fluctuations.
In 2025, the top is Tran Dai Nghia Secondary and High School with a rate of 1/4.61. This means that on average, only 1 student is admitted out of nearly 5 candidates taking the exam.
Following are a series of high-competitive schools such as Nguyen Huu Huan High School (1/2.39), Vinh Loc High School (1/2.13), Pham Van Sang High School (1/2.11).
The group of schools with a competition ratio of nearly 1/2 includes: Le Quy Don High School (1/1.95), Nguyen Thi Minh Khai High School (1/1.92), Phu Nhuan High School (1/1.79), Vo Truong Toan High School (1/1.78), Ngo Quyen High School (1/1.75) and Nguyen Huu Cau High School (1/1.73). See more...
