This is one of the noteworthy new points of the Resolution on Promulgating Regulations on policies to attract and support talented people and high-quality human resources in science, technology, innovation and digital transformation to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, and the Vietnam Fatherland Front in Hung Yen province.

This Resolution takes effect from December 20, 2025, stipulating that the level of one-time financial support is regulated according to each level of qualification and specific title after individuals are recruited or officially received. The group of excellent graduates was supported by the province with 500 million VND and talented officials, civil servants, and public employees graduating from university level received 300 million VND. These are direct remuneration norms to create initial attraction for a team of high-quality intellectuals to work in the locality.
In addition to cash support, experts, leading scientists, young scientists and business managers are prioritized to be allocated official residences or supported with accommodation costs of up to 20,000,000 VND/month during the commitment period.
For excellent graduates and talented officials transferred from other provinces, the maximum accommodation cost support level is 10,000,000 VND/month. These subjects also receive the highest priority in the group of officials, civil servants, and public employees when carrying out procedures to buy social housing according to current legal regulations.
To ensure the effectiveness of budget use, beneficiaries of the attraction policy must commit to working for at least 7 years in the province from the date of the recruitment decision.
During this time, if an individual voluntarily quits their job, resigns, requests to transfer jobs outside the provincial political system or does not complete their tasks for 2 consecutive years, they are responsible for repaying 100% of the one-time support fund received. The maximum repayment period is 60 days from the date of receiving the handling decision. After this period, if the individual does not fulfill the repayment obligation, the management agency will proceed to sue the People's Court according to the provisions of law.
In Hai Phong, according to Resolution 53/2025/NQ-HDND stipulating policies to attract and value talented people, high-quality human resources of Hai Phong city to 2030, vision to 2050 just issued, subjects after being recruited, received and committed to work for Party agencies, authorities, unions, public non-business units managed by the city for at least 5 years or more and in accordance with the industry and profession to be attracted each year, each period are entitled to one-time support funds after being recruited as follows:
Excellent graduates: 150 million VND.
People with a Master's degree and equivalent: 200 million VND.
People with resident doctor qualifications: 250 million VND.
People with PhD and equivalent qualifications: 300 million VND.
Person meeting the standard for the title of Associate Professor: 400 million VND.
Person meeting the standard of Professor title: 500 million VND.
Policy beneficiaries must ensure that there are at least 10 years of working experience (except for professors and associate professors) after being recruited and received.
During the implementation of the commitment, beneficiaries of the attraction policy must compensate for support funds if they violate regulations.
In case the beneficiaries of the attraction policy lose their ability to work or die during the commitment period to enjoy the attraction policy, they do not have to return the supported funds.

The City also stipulates a compensation level 2 times the level of support received if one of the following cases is violated: Not complying with the assignment of work of agencies and units; competent authorities assessing and classifying quality not completing tasks; not fulfilling commitments due to subjective errors; voluntarily quitting work; being disciplined and forced to resign.
Subjects entitled to attraction policies who objectively do not work enough of the committed time and are agreed by competent authorities must be responsible for reimbursing expenses equivalent to the number of months not worked according to the commitment.
