Conditions for converting the old professional title of Grade II teacher to a new Grade II teacher
The Ministry of Education and Training (MOET) has issued instructions on transferring the old professional title of grade II secondary school teacher (code V.07.07.11) to the new grade II (code V.07.07.31). In the case of Ms. Huynh Thi Thu Van, a junior high school teacher with 24 years of service and has held the II rank for 8 years, the previous rank was 6 years, meeting the time requirements to be appointed to the new II rank. However, due to not providing full evidence of performing the task as prescribed in Circular No. 03/2021, she is only entitled to benefits from the effective date of Circular No. 08/2023 (June 1, 2023), instead of from April 1, 2021.
The Ministry of Education and Training affirmed that the appointment to a new Grade II does not require sufficient evidence of the tasks in Clause 1, Article 4 of Circular 03/2021. The mandatory condition is that teachers must have a total of 9 years of holding grades II and III or higher, not including probationary period. This regulation is clearly stated in Circular No. 08/2024 amending Circular No. 03/2021.
In addition, the Ministry also emphasized that principals of schools have the right to assign or change tasks in accordance with actual conditions at the unit. Teachers who do not fully perform their tasks due to not being assigned a new position will not affect their appointment if they have met the requirements for the tenure of the position. See more...

Teachers transferred in Nghe An propose to return to their old school
A reporter from Lao Dong Newspaper received a report from Ms. N.T.M.S, 50 years old, a teacher in a mountainous commune of Nghe An province, about how she had waited for 12 years to return to her old school - where she had been attached to for many years. Previously, due to having a third child and being disciplined, she was transferred to a mountainous area far from home, causing great difficulties for her life and work. Despite submitting petitions many times, she still only received the promise to "continue waiting".

The situation of transferring teachers who violate population policies to disadvantaged areas has been common in some districts of Nghe An. However, even though the district-level government has dissolved or changed the structure, many teachers have not been able to return to their old schools or schools near their homes, severely affecting their psychology, costs and teaching quality.
A representative of the Nghe An Department of Education and Training said that they have grasped the current situation and assessed this as a legitimate wish. Although the Department hopes to create the most favorable conditions for teachers, it still faces many difficulties due to backlog in history and local teacher shortages. In the future, if the entire authority for personnel management is assigned, the Department will calculate an optimal plan to rearrange work accordingly. See more...
