The 2025 Law on Teachers is considered a separate law for the teaching staff. The law is expected to overcome shortcomings in the salary system and policies, creating more favorable conditions for teachers to work with peace of mind, contribute and improve the quality of teaching.
Accordingly, the law has many important new points, the most notable of which is the repeal of the regulation on dividing teachers (grade I, II, III). The old regulation is said to have caused many inadequacies and unnecessary pressure on teachers over the years.
No more division of ranks and titles of teachers
According to Article 12 of the Law on Teachers, the title of teacher will no longer be divided into classes as before. Instead, the title will be determined based on:
qualifications, professional capacity and skills of teachers;
Specific requirements for each level of education and training level;
Suitable for each educational institution in the national education system.
The Minister of Education and Training will be the one to issue guiding documents on determining the equivalent title in each level of education. The Government will also specify in detail how to implement and the roadmap for application.
Many policies are beneficial for teachers
From January 1, 2026, the Law on Teachers officially took effect, bringing many practical support policies, especially for teachers working in disadvantaged areas, ethnic minority areas, mountainous areas, border areas, and islands.
According to Article 24 of the Law, teachers will enjoy support policies such as:
Allowances according to the nature of work and work area;
Support training and fostering;
Supporting periodic health check-ups and occupational health care;
Mobile allowances for teachers who teach at many schools, seconded teachers or do literacy eradication and universal education;
Other policies according to the law on civil servants and employees.
In addition, teachers working in areas with particularly difficult socio-economic conditions will receive additional support:
To be provided with official accommodation or to receive support for house rental if there is no accommodation;
Support for bus fares when working in disadvantaged areas;
Receive allowances and subsidies according to separate regulations for each subject.
Teachers teaching at specialized schools, teaching children with disabilities, integrated education, or teaching gifted subjects, ethnic minority languages, and enhanced Vietnamese will also receive some specific support.
Local authorities and educational institutions can apply additional policies suitable to the actual situation and financial capacity to support the lives and career development of teachers.
