The draft 2026 Enrollment Regulations of the Ministry of Education and Training proposes tightening the review of transcripts when requiring the use of the 6-semester average score of at least 3 subjects (requiring Math or Literature) and candidates must achieve at least 16/30 points in the corresponding graduation exam combination. However, some experts believe that setting a threshold of 16 points when the exam questions have not been standardized may be unfounded and should be based on the score distribution each year to ensure practical suitability.
Opinions also emphasized the need to fundamentally solve the situation of "inflation" in high school transcripts, standardize high school graduation exam questions to ensure fairness. If there are not enough data, applying a rigid score threshold may narrow recruitment sources and force policy adjustments afterwards.

With foreign language certificate bonus points, many experts propose not adding IELTS scores or converting them to graduation exam scores because they lack scientific basis and easily create inequality. On the afternoon of February 10th, at Lau Tong school point (Nam Lau Elementary School, Nam Lau commune, Son La), teacher L.T. S locked the classroom door after class and left, but by mistake did not detect a 1E grade student still in the classroom.
