Merging a series of schools, temporarily suspending the recruitment of civil servants in the unit under arrangement

Many localities across the country are implementing plans to arrange and merge educational institutions according to the direction of the Ministry of Education and Training. In Thanh Hoa, the province has issued a plan to reorganize public service units, including reorganizing Hong Duc University, merging many colleges - secondary schools, and merging 19 vocational education - continuing education centers into 10 vocational secondary schools. At the same time, the province temporarily suspends the recruitment of civil servants in units subject to arrangement.

In Hai Phong, the City People's Committee also announced a plan to reorganize the educational network, merge 15 centers under the Department of Education and Training into 11 vocational secondary schools and merge vocational and intermediate schools into the existing college system. The Ministry of Education and Training previously issued many documents guiding the arrangement of the system of kindergartens, general schools and continuing education schools, while the Party Committee of the Ministry of Education and Training emphasized the viewpoint of "maintaining existing schools" and merging only when truly necessary, ensuring convenience for students and people.

Many other provinces and cities such as Quang Ninh, Ho Chi Minh City, Phu Tho, Ha Tinh, and Ca Mau have also completed or proposed a plan to merge educational institutions from university, college to intermediate level. See more...

From this reality, the delegate suggested that the Government and the Ministry of Education and Training compile statistics and fully report on the number of affected teachers to find appropriate solutions. If there are few people, they need support to return to work; if it is popular, there must be instructions from superiors to handle it thoroughly.

Regarding the proposal to assign the right to recruit and transfer teachers to the Director of the Department of Education and Training, delegate Nguyen Anh Tri supported but requested the development of staffing targets early and proactively. The Ministry of Education and Training plans to make public speaking skills a foreign language proficiency standard

On November 25, 2025, the Ministry of Education and Training announced a draft Circular promulgating the Foreign Language Competency Framework for Vietnam to collect public opinions. The draft is developed in the spirit of Decision 2371/QD-TTg on making English the second language in schools in the 2025-2035 period, and at the same time replacing Circular 01 2014 to meet the requirements of innovation in teaching and learning foreign languages.

The new foreign language proficiency framework has been updated according to the European Reference Framework (CEFR 2020), divided into 3 levels and supplemented with Pre-A1 level to suit young learners. Each level has a detailed description of 4 skills of listening, speaking, reading, writing, helping to increase compatible with international standards and supporting the development of programs, learning materials, and competency assessment.

The draft sets out specific requirements for each skill such as monologue speaking, presentation, interaction; listening to dialogues, listening to announcements, instructions...
