On October 14, the National Assembly Standing Committee gave its opinion on the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals.
Acting Minister of Agriculture and Environment Tran Duc Thang presented the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals.
According to Mr. Tran Duc Thang, amending and supplementing a number of articles of the Law on Geology and Minerals aims to promptly remove obstacles arising in the practical implementation of the Law.
In particular, issues on the mechanism for licensing, exploitation and use of minerals for the construction of important national works and projects; emergency and urgent investment projects decided by competent authorities...
At the same time, it is a practical solution to promote socio-economic development, contributing to the completion of the GDP growth target of 8% in 2025 and creating a solid foundation towards double-digit growth in the following years.
The review report presented by Deputy Chairman of the Committee for Science, Technology and Environment Ta Dinh Thi clearly stated that, regarding the scope of amendments, the draft Law has basically expressed the correct viewpoints and goals of amending the Law.
However, it is recommended that the contents have not been legalized at this time in Resolution No. 66.4/2025/NQ-CP dated September 21, 2025 of the Government on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024.
Based on the assessment of the results of implementing this Resolution, the Government will propose legalizing appropriate regulations in the coming time to avoid wasting resources, abusing policies, and not causing negative consequences.
At the meeting, Vice Chairman of the National Assembly Le Minh Hoan suggested that the Government study and accept the opinions of the National Assembly Standing Committee, the agency in charge of the review, and the National Assembly agencies to complete the draft Law.
In particular, continue to review to institutionalize major policies of the Party, especially resolutions in the "four pillars" to supplement and perfect the draft law.
Review the scope of amendments to the draft Law, ensuring the legalization of regulations on decentralization and delegation of authority in a synchronous and complete manner according to the provisions on the authority and responsibility of state management in the Government's Decree regulating decentralization and delegation of authority in the agricultural and environmental sector.
Regarding the legalization contents in Resolution No. 66.4/2025/NQ-CP dated September 21, 2025 of the Government, the Vice Chairman of the National Assembly suggested continuing to review, consider carefully, and fully assess the policy impact.
At the same time, do not create loopholes that lead to violations, loss, or waste, ensuring requirements for environmental protection and sustainable development in the process of exploring and exploiting minerals for common construction materials and filling materials.
