15% reduction in civil servant payroll will be implemented when merging the two provinces

The Ministry of Home Affairs proposes that the unmerged provinces will reduce the total number of civil servants by 5%; while the newly formed provinces on the basis of merging two units must reduce by 15%.

The Ministry of Home Affairs has just issued Document No. 10989 to ministries, ministerial-level agencies, and agencies under the Government; People's Committees of provinces and centrally run cities proposing staffing for the period 2026-2031 according to job positions.

Attached to this document, the Ministry has sent along principles and orientations to propose staffing needs for the 2026-2031 period.

Accordingly, the staffing of civil servants and public employees in the new period must not exceed the level assigned by competent authorities in the period of 2022-2026.

For civil servant positions, the proposal must be based on criteria on functions, tasks and job positions; organizational structure and scope of management; workload and level of modernization of the agency, especially the ability to apply digital transformation; at the same time, further consider the nature of the work and the current status of the team.

In localities, determining needs must also take into account the classification of administrative units, population size, number of communes, as well as specific geographical and social factors such as border areas, islands, religion, and ethnicity.

Regarding the orientation for the new period, the Ministry of Home Affairs requires ministries and branches at the central level to reduce the payroll according to the organizational arrangement level: Units implementing the merger according to the summary of Resolution 18 must reduce the payroll of civil servants by 15%, while units not merging must reduce by 5%.

In localities, the non-merged provinces will have a 5% reduction in total staff; while the newly formed provinces on the basis of merging two units must reduce by 15%, and the merged provinces from three units must reduce by 20%, and at the same time, consider socio-economic conditions or the ability to self-balance the budget.

In order for the proposed staffing for the 2026-2031 period of ministries, branches and localities to be implemented consistently in accordance with the requirements of the Politburo, the Secretariat and the Central Organizing Committee, based on the principles and orientations for proposing staffing needs for the 2026-2031 period, in Document No. 10989, the Ministry of Home Affairs requests ministries, branches and localities to urgently synthesize the proposed staffing for the 2026-2031 period according to job positions according to the attached form.

The above proposal must be sent to the Ministry of Home Affairs before November 26, 2025 for synthesis and reporting to competent authorities for consideration and decision. After the above deadline, if ministries, branches and localities have not yet reported, they must take responsibility to competent authorities.
