On the draft Circular promulgating the foreign language proficiency framework for Vietnam.
On November 25, 2025, the Ministry of Education and Training (MOET) published a draft Circular promulgating the Foreign Language Competency Framework for Vietnam to collect widely received comments from public opinion.
The Ministry of Education and Training said that the draft Circular was developed in accordance with the spirit of Decision 2371/QD-TTg dated October 27, 2025 of the Prime Minister on making English the second language in schools for the period 20252035, with a vision to 2045.
The draft Circular has many important adjustments, updating modern language education trends, to replace Circular No. 01/2014/TT-BGDDT dated January 24, 2014, meeting the requirements of innovation in teaching and learning foreign languages in the current period.
The Ministry of Education and Training said that Vietnam's foreign language proficiency framework has been updated according to the criteria and content of the European Community Language Reference frameworks (CEFR) in 2020, contributing to ensuring compliance with language education standards that are being widely used globally.

The Vietnamese foreign language proficiency framework is divided into 3 levels (pre-level, intermediate and advanced), including the Pre-A1 level, helping to cover the entire foreign language proficiency level, from the familiarity stage to the proficient use level, promptly meeting the needs and trends of foreign language teaching for young people (preschool, primary school) in Vietnam today.

At each level, the draft Circular sets out standards for 4 skills: Listening; Reading comprehension; Speaking; Writing. Capacity specifications for each skill are supplemented and specified, thereby providing an accurate and useful reference basis for managers, program development experts, document compilers, teachers and learners in accessing advanced standards.
For example, in speaking skills, learners must meet the requirements related to: Speaking monologically; Providing information; Providing argumentative points of view; Speaking in front of the audience; Interactive speaking skills; Understanding the interlocutor, etc.
Or with listening skills, the circular sets out many specific requirements such as: Listening to understand the conversation between other speakers; listening as a direct listener; listening to announcements, instructions, instructions, etc.
The new Circular is expected to take effect from January 1, 2027 and replace Circular 01/2014/TT-BGDDT promulgating the 6-level Foreign Language Competency Framework for Vietnam previously. The Foreign Language proficiency framework for Vietnam issued with this Circular is the basis for implementing teaching, evaluating and developing foreign language programs in the entire education system.
