The Prime Minister requested to focus on reviewing and perfecting mechanisms and policies for teacher treatment
At the meeting with 60 outstanding teachers on Vietnamese Teachers' Day, November 20, Minister Nguyen Kim Son affirmed that this is an annual event of great significance, demonstrating the Government's respect for more than 1.6 million teachers nationwide. Teachers are honored as representatives of 173 outstanding individuals in 2025, from all regions, with stories of overcoming difficulties, innovating and creating and silently contributing to the cause of educating people.

Attending and speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that education is always the top national policy and has recently issued many important resolutions to improve the quality of the teaching staff and modernize the education system. The Prime Minister affirmed that the Law on Teachers (effective from January 1, 2026) has historical significance when it comprehensively stipulates for the first time the rights, obligations, policies and positions of teachers. The Prime Minister commended the spirit of dedication of teachers from disadvantaged areas to remote areas, as well as their contributions to scientific research and community activities.
The Prime Minister requested ministries, branches and localities to continue to strongly innovate education, with students as the center and teachers as the driving force. Prime Minister Pham Minh Chinh emphasized the need to review and improve recruitment and treatment policies so that teachers can receive a worthy salary, overcome teacher shortages and surplus, protect teachers and students, prevent school violence and maintain school discipline. 88% of teachers are placing salaries lower than civil servants in other sectors and fields
The Ministry of Education and Training is soliciting opinions on the draft Decree on teachers' salaries and allowances to guide the implementation of the Law on Teachers (effective from January 1, 2026). The law stipulates that "teacher salaries are ranked highest in the system", but currently 88% of teachers are receiving salaries lower than those of other civil servants; preschool teachers are still at the lowest level. The Ministry assessed that the current salary arrangement did not show due respect for the teaching profession.
The Ministry of Education and Training affirmed that the new salary policy is not " flat" but a worthy treatment according to the policies of the Party, the Law on Teachers and the tasks assigned by the Government. The draft Decree is seeking public opinion and the majority of opinions agree. The Ministry will continue to synthesize and complete to submit to the Government for decision.
Previously, the situation of teachers quitting their profession was high (10%), the pedagogical standard score was low and it was difficult to recruit teachers. However, after the Law on Teachers was passed with the highest salary regulation, pedagogical admission and teacher recruitment have improved significantly. The regulation "specific salary coefficient" is receiving great support, and the Ministry of Education and Training is coordinating with the Ministry of Finance to calculate resources, ensuring feasibility when implemented nationwide.
